The cumulative vote from the public is compiled into one ballot ranking the overall top 10 People and top 5 Moments.
The public ballot is the equivalent to the ballot of each on the 9 selection panel members.
The selection panel must review the full public voting results and all submitted public public recommendationsbefore casting their own ballots at the selection panel meeting December 3rd. More info on the selection process here.
