Through interviews with youth service providers across the country just prior to passage of the One Big Beautiful Bill Act,

new Urban Institute research sheds light on the impact of planned and enacted federal policy changes on youth-serving organizations and the young adults they serve.


Key insights providers shared include:
- Funding cuts, freezes, and uncertainty about future funding have affected youth-serving organizations&rsquo; staffing, services, and ability to engage with clients. &ldquo;Anytime there&rsquo;s &hellip; a freeze or a hold on something, a young person&rsquo;s going to just stop going there or accessing it. Even if it&rsquo;s unfrozen &hellip; trust and consistency are ... two foundational pieces that young people need the most when they&rsquo;re accessing services. So, anything that impacts the sense of trust or &hellip; consistency is going to have a much more negative effect on a young person than maybe it would in an [older] adult.&rdquo;
- The policy environment is having particular impacts on young adults from immigrant backgrounds, homeless youth, and young people who identify as LGBTQ+. &ldquo;A lot of our [immigrant] families in the South Omaha community are really reluctant to meet right now.&hellip; They don&rsquo;t want to go out in the community, don&rsquo;t want to leave their houses, don&rsquo;t want to meet with any workers for foster care.&rdquo;

Providers also shared that supporting youth-serving organizations in understanding the policy landscape and how changes are relevant to the populations they serve&mdash;and sharing this information in ways that are short, accessible, and clearly relevant&mdash;is important to help providers navigate these challenges.
