*LARAMIE, Wyo. - Nov. 12, 2025* -  Governor Mark Gordon (R-WY) today joined Utah Governor Spencer Cox at the Wyoming Business Alliance's Governors Business Forum [ [link removed] ]  for a panel on unleashing American energy, moderated by U.S. EPA Regional Administrator Cyrus Western. Governor Gordon underscored Wyoming’s role as a regional energy leader and detailed joint work with Idaho and Utah, especially a tri-state memorandum of understanding (MOU) to accelerate common energy goals including nuclear energy and workforce development.

“Coal, oil, gas, wind, solar,” Governor Gordon said. “The question is, how do we put this together in a way that makes sense, that safeguards those things that we care about, like vistas, horizons, wildlife?”

Governor Gordon noted Wyoming produces roughly 12 times more energy than it consumes and is preparing for new demand from data centers and advanced manufacturing. He pointed to practical solutions, distributed generation near load, modernized regulatory frameworks, and technology that reduces water use (including enclosed-loop data centers). He also emphasized Wyoming’s record of state-led conservation, citing the Sage-grouse Executive Order as a model for pairing development with habitat protections.

On the tri-state nuclear MOU, Gordon highlighted each state’s strengths: Idaho’s Idaho National Laboratory testing capability, Utah’s active uranium milling and university reactor, and Wyoming’s TerraPower project and uranium resources. 

Governor Gordon said nuclear energy “has a future that is important to our country,” noting that the tri-state partnership with Idaho and Utah will help develop the workforce and supply chain needed to meet future reliability demands.

Governor Gordon and Governor Cox further tied Western energy to U.S. security and export competitiveness. Governor Gordon cited certified natural gas from the region and the need to open West Coast export capacity to supply allies in Asia, freeing Gulf exports to bolster Europe. 

Governor Cox echoed the value of Western coordination and the need for permitting reform, referencing Utah’s 15-year transmission line approval as proof that process, not projects, too often drives cost and delay. He praised the MOU and Western Governors’ Association cooperation as a template for bipartisan progress.
