Dear John,

Right now, 42 million Americans are about to go hungry because the Trump administration refuses to use legally available funds for November SNAP benefits.  

Let me be clear about what's happening: The administration has both the funds and the legal authority to fully fund SNAP benefits in November. The SNAP contingency fund exists for exactly this purpose. But they're choosing not to do it. 

 

Who This Affects 

SNAP provides critical food assistance to some of our most vulnerable neighbors: 

  • 16 million children (39 percent of all beneficiaries) 

  • 8 million seniors aged 60+ (20 percent of all beneficiaries) 

  • 4 million people with disabilities (10 percent of all beneficiaries) 

  • 1.2 million veterans (3 percent of all beneficiaries) 

Nearly 2.3 million people in Riverside, San Bernardino, aLos Angeles counties rely on SNAP each month. These are our neighbors, our family members, and friends who are working hard but need support to put food on the table.

Why This Is Happening 

Earlier this year, Trump and Republicans cut $186 billion from SNAP in the "One Big Ugly Bill." Now, during the government shutdown, they're refusing to distribute authorized November benefits. 

The Trump administration's own September shutdown plan stated they could use the contingency fund during a shutdown. Legal experts have confirmed this. The nonpartisan Government Accountability Office has previously directed the administration to use these funds in exactly this situation. 

Federal law is clear: "Assistance under this program shall be furnished to all eligible households." The Trump administration has not identified any legal justification for refusing to follow this requirement. 

The Economic Impact 

When SNAP benefits are cut or withheld, the damage extends far beyond individual families. Local grocery stores lose revenue and may close. Billions of dollars are pulled out of local economies. Food banks become overwhelmed as demand surges. Small businesses suffer as families have less money to spend. Entire communities face economic collapse.
