Congress had already appropriated $7 billion to this program, and the EPA had entered into contracts with states. So canceling it now is a breach of contract and a violation of Congress’s power of the purse.
The termination of Solar for All isn’t just unlawful — it’s also totally illogical. Why would the Trump administration undermine an industry that can produce safe, reliable, and inexpensive energy? And that creates high-quality jobs that would benefit American families and our economy?
