DES adds HVAC services contractors
DES added the following contractors to contract 04224, HVAC services. To meet purchasers’ needs, DES is leveraging the original solicitation to make additional awards to qualified bidders who were not initially awarded a contract. The additional contract(s) will take effect on Oct. 1.
The new contractor(s) are:
- McKinstry Co., LLC: North-central region
- JH Kelly, LLC: Northwest region
- Apollo Sheet Metal, Inc.: Eastern and South-central regions

New statewide contract available for forklifts
DES has a new statewide contract 28523, forklifts. This contract succeeds contract 06115, forklifts, which expired Oct. 31, 2024. This contract features one veteran-owned business.

Transportation contracts
Expiring roadway maintenance products contract may lead to a purchasing gap
Contract 07121, roadway maintenance products, expires Dec. 13. There may be a gap in contract coverage. We encourage purchasers to place orders before the expiration date.
We are in the process of developing a new contract. Currently, this process is in the drafting phase and we expect to award the contract in 2026.

DES added Enterprise Rent-A-Car to contract 07425, passenger vehicle and box truck rentals, effective Sept. 15.

Updated protest officer certification form available
DES updated the protest officer certification form and posted the new version on the Complaints and Protests webpage.
This update strengthens language around neutrality and reinforces procurement integrity requirements under RCW 39.26.170(2). Using the new form helps ensure consistency across agencies and protects the fairness of the protest process.
Please update any internal resources or checklists that mention the old form.
