In short, Trump nullified the checks of the Supreme Court during his first term.

Then, Trump ensured only the most loyal and spineless Republicans were welcome in the party. So when Trump exceeds the bounds of his party, the Republican Congress is complicit. Trump neutered the checks of Congress.
