Washington, D.C. | www.mpac.org ([link removed]) | September 24, 2025 —The Muslim Public Affairs Council (MPAC) demands the immediate release of Marwan Marouf, a Dallas Muslim community leader with decades of service, who was arrested by Immigration and Customs Enforcement (ICE) on the morning of September 22, 2025. Reports indicate he was detained after dropping his son off at school, while on his way to work.
Marwan has long been a pillar of the community. According to the Muslim Legal Fund of America (MLFA), they have represented him for over six years in his application for lawful permanent residence. His record of service is extensive: he helped found the largest Boy Scout troop in North Dallas (Circle 10 District), consistently volunteered with the Red Cross, organized drug awareness campaigns for youth, and served as a certified disaster-relief first responder. Local sources confirm he has held leadership roles in MAS Dallas and the North Texas Islamic Council, contributing to interfaith outreach and community care.
The timing and manner of this arrest raise serious concerns. Marwan was not apprehended during a criminal investigation or for a violent offense. He was taken into custody despite ongoing legal proceedings for his immigration case, and the denial of his case by USCIS reportedly coincided with the day of his arrest, recycling reasoning from over a decade prior while ignoring substantive arguments in his favor. This action represents a violation of fundamental constitutional protections, including due process and the rule of law. It undermines the very principles that are meant to safeguard fairness and justice in our legal system.
MPAC calls on ICE to release Marwan immediately and ensure his case is reviewed with complete due process and transparency. Any action short of this undermines trust in our system and punishes a man whose life has been dedicated to service and leadership.
Marwan Marouf is not a faceless statistic. He is a husband, father, mentor, neighbor, and public servant. His absence is felt across Dallas and beyond. MPAC calls on the community to stand firmly with Marwan and his family in this difficult moment. We call on the public to continue raising their voices, offering support, and pressing for justice until Marwan is released and reunited with his loved ones.
