Categorical Exclusion Determination, City of Torrington, WY, FY26 Waterline Replacements Project

The Department of Environmental Quality/Water Quality Division (DEQ) has conducted a review of the proposed FY26 Waterline Replacements project in accordance with EPA and State of Wyoming procedures for implementing the State Environmental Review Process. DEQ has determined that this project is eligible for a categorical exclusion. Accordingly, DEQ is exempting the project from further substantive environmental review requirements under the State Environmental Review Process. Neither an Environmental Assessment/Finding of No Significant Impact nor an Environmental Impact Statement/Record of Decision will be required for the proposed action. The following is a brief description of the situation and the proposed action and a brief statement of how the action meets the criteria for a categorical exclusion.


The project consists of replacing 11,955 lineal feet (LF) of over 50-year-old 4-inch diameter ductile iron pipe waterline with new 8-inch diameter C900 PVC waterline. New service connections and curb stops will be provided to residents and businesses connected to the main line. New fire hydrants will be installed to replace those connected to the existing water mains. After all the underground work is completed, the street will be restored over the excavated areas. The project is located on the following sections of roadway:


• West B Street - Highway 26 / 26th Avenue
• West A Street - 20th Avenue / 26th Avenue
• East A Street - 22nd Avenue / 26th Avenue
• East B Street - 18th Avenue / 26th Avenue
• East C Street - 18th Avenue / 22nd Avenue
• 14th Avenue - West D Street / 1,250' Easterly


The estimated cost of construction including inspection is $4,400,000. A Drinking Water State Revolving Fund (SRF) loan in the amount of $4,400,000 will fund the
waterline replacements and street repairs. Increased user fees will repay the loan. Loan terms are 1.0% interest rate for 20 years.


The City of Torrington is aware of and accepts the fact that they will be responsible for any required mitigative actions associated with the project, including but not limited to storm water runoff, erosion control, archeological/historic artifacts, and air quality concerns. These actions will be part of the standard State Revolving Funds Program contract conditions.


DEQ is granting an exclusion because the construction of this project replaces existing infrastructure in previously disturbed ground, specifically ground disturbed by the installation of the existing waterline over 50 years ago. DEQ has determined that exempting the proposed project from further review under the State Environmental Review Process will not result in adverse impacts to the population or the area of the City of Torrington and Goshen County, Wyoming.


The determination shall become effective upon distribution by the Department and may be re-evaluated and the determination changed at any time that adverse information is made available.
