Welcome to the 5th edition of the St. Louis Young Democrats newsletter, where you'll find information about the City, State, and Federal government and other relevant news. In this edition you'll read about Ameren disconnecting residents impacted by the tornado, ACLU suing Missouri over redistricting, and access to the Covid-19 booster vaccine under the current administration.

** City News

Protesters outside of Ameren calling on them to stop disconnections
Board of Aldermen urging Ameren to not disconnect residents
Ameren bills have tremendously increased and many St. Louisan's have struggled to prevent disconnect. August alone had 14,375 households in disconnect status. Due to the increase of residents without electricity, the Board of Alderman passed Resolution Number 92, stating, "we urge Ameren to initiate a moratorium on utility disconnections".

Ameren has partnered with Urban League and started offering dates and locations for all residents in the region to get up to $150 in pledges covered.

** City of St. Louis to consider data center regulations
------------------------------------------------------------
Last week after initially considering a moratorium City officials changed course. On Friday, September 19th Mayor Spencer signed Executive Order 92 with Ald. Schweitzer introducing an accompanying resolution ([link removed]) . These direct City offices

to develop a framework of regulations relating to data centers and related uses. Additionally, Executive Order 92 restricts these uses from being permitted by right in any zoning district, expands the information required during the application process, and directs the creation of these regulations within 5 months.

There will be an upcoming Public Infrastructure and Utilities committee hearing on Resolution 111 on Wednesday, October 1st at 3:30pm in the Kennedy Hearing Room, City Hall. Individuals may submit testimony in writing to [email protected].

** ACLU is filing a lawsuit for redistricting
------------------------------------------------------------

ACLU is suing the state for redrawing the congressional district lines, as this action violates the Missouri Constitution. Congressional District 5 used to cover Kansas City and the suburbs around it, but the new law passed has changed the district to be part of 3 separate district, which include rural areas. Gillian Wilcox, the director of litigation at ACLU stated that splitting Kansas City dismisses the community's representation and will make rural and metropolitan residents bump heads on political issues.

** Covid-19 vaccine availability
------------------------------------------------------------

It's time to get your annual vaccines for the flu and covid-19, but the current administration is making it more difficult to access them. RFK Jr. has stated that he won't prevent people from getting the covid-19 vaccine, but public health professionals have stated that is far from accurate as RFK has cut $500 million in funding to the mRNA vaccine, fired many people at the CDC, and top directors of the CDC have resigned to protest against him. A recent hearing occurred where people advocated to RFK on why them, their children and their parents 65+ need the vaccines to prevent any type of health concerns from being compromised.

Democratic states have decided to take the pandemic into their own hands and create alliances for their communities to access vaccinations. California, Hawaii, Washington, and Oregon have created an alliance called West Coast Alliance Health to preserve vaccinations and New York's governor has declared a statewide disaster emergency to ensure pharmacists can provide the covid-19 vaccine without a prescription.
