WILL & IRG Sue to End Secrecy at Wisconsin Judicial Commission

The Institute for Reforming Government, represented by WILL, filed a lawsuit against the Wisconsin Judicial Commission (WJC) challenging a statute that prohibits publicly revealing denied requests for investigation of Wisconsin judges on First Amendment grounds.


The WJC is made up of appointed members including the public at large, lawyers and judges. Wisconsin law allows “any person to file a complaint alleging judicial misconduct or disability.” But when the WJC can deny any complaint and the story simply ends there, Wisconsinites are left without any way to hold their government accountable, or any recourse to ensure that the WJC is doing its job.


WILL Deputy Counsel, Lucas Vebber, stated, “IRG, and every Wisconsinite, has a fundamental right to hold government officials accountable and then to be able to talk about those efforts in the public domain. Unfortunately, the Judicial Commission’s process operates behind closed doors, prohibiting public discourse and scrutiny of its actions. The lawsuit seeks to ensure every Wisconsinite can learn about requests for investigation brought against members of the judiciary. Our lawsuit makes clear that no one is above the law.”

WILL Backs New WI Republicans Education Package

Yesterday, Assembly Republicans introduced a package of education bills at the Wisconsin State Capitol. The proposals aim to tackle challenges in Wisconsin's classrooms and broaden educational options for families. WILL Research Director, Will Flanders, joined the press conference to speak in support of the legislation. The package of bills includes:


Math Numeracy Reform: Wisconsin is facing a math crisis. Since 2018, the state's PISA scores have dropped over 12 points, with 83% of students still behind pre-pandemic benchmarks. The proposed reforms builds on previous early literacy reforms and seeks to improve math education outcomes.


School Choice Tax Credit Scholarship Opt-In: This proposal creates a permanent, privately funded K-12 scholarship program backed by a 100% federal tax credit. At no cost to Wisconsin taxpayers, scholarships can be used across all types of schooling—public, private, charter, or homeschool—for tuition, tutoring, transportation, internet access, therapies, or supplemental courses. If Wisconsin declines to opt-in, those dollars and opportunities would be directed to other states.


Teachers’ Bill of Rights: A lack of discipline in schools is one of the leading causes of teachers leaving the profession. This proposal seeks to create a safer learning environment for both teachers and students. By restoring order in the classroom, the legislation aims to help retain skilled educators and foster a more effective learning environment.


WILL Research Director, Will Flanders, stated, "At a time when states like Alabama, Mississippi, and West Virginia are innovating in education, Wisconsin is lagging behind. This package offers a new direction—addressing falling math scores, empowering parents, and giving teachers more control in the classroom."

WILL on the Passing of Charlie Kirk

While speaking to students at Utah Valley University, prominent conservative activist, Charlie Kirk, was shot and killed today. Rest in peace to Charlie and our prayers and condolences go out his family. In times of political violence, WILL President Rick Esenberg offers these words:


"Let’s remember that people we disagree with are human beings and might have reasons not to see things as we do. Failure to do that is the real source of hate in this country."
