The enrollment slide at some schools in the North Lawndale neighborhood was partly the result of decisions by previous mayors and public school administrations who labeled the neighborhood schools as failing and opened new ones — many run by private entities — that drew families away. The decline has meant some local schools became tiny, costly to run and unable to offer a rich student experience.
