Mali Office: A Legacy of Innovation and Impact

Since opening in 2009, IPA Mali has produced influential research in agriculture, education, governance, peace-building and health—helping answer questions such as how free primary healthcare and health worker visits affect children’s health, how agricultural loans impact farm productivity and profits, and how accelerated learning programs could successfully reintegrate out-of-school children back into the formal system, crucial evidence for a region where conflict and poverty often disrupt schooling.

For nearly 15 years, the office collaborated with partners to generate evidence that shaped policies and programs across sectors, while also serving as a training ground for dozens of research associates and managers from Mali and beyond who have gone on to lead in the development sector.

IPA is now faced with the difficult decision to close its Mali office due to a challenging operating environment. While we transition out of the country, we carry forward the innovations and lessons that began there.

Turning Evidence into Routine Practice: Lessons from Embedded Evidence Labs

In the second blog post in our Embedded Labs blog series—part of our external campaign on how IPA helps you do more with what works—Juan Manuel Hernandez-Agramonte, IPA’s Senior Director, Embedded Labs, explores how labs create lasting change and highlights examples of those that have successfully institutionalized within government agencies.

Building Sustainable Impact Evaluation Capacity Through University-Led Models

Through our Research Collaboration Initiative (RCI), IPA partners with researchers and institutions in low- and middle-income countries (LMICs) to co-design and lead rigorous, locally grounded evaluations. In our collaborations with over 30 universities across Africa, one of the most frequent requests we receive is for impact evaluation training. Many universities want to produce policy-relevant evidence but lack structured, hands-on courses due to limited resources and the growing demand for methods-based training. By responding to this demand, IPA helps strengthen local research capacity and leadership, ensuring evidence is generated and used by those closest to the policy challenges.


Research Spotlight

Hablemos entre Patas: Harnessing WhatsApp to Prevent Intimate Partner Violence in Peru

Intimate partner violence remains a persistent challenge around the world, with nearly 1 in 4 women experiencing it at least once. In Peru—which has one of the highest rates of intimate partner violence—“Hablemos Entre Patas” targets large groups of men with daily challenges sent over 30 days by group facilitators via WhatsApp. The challenges are designed to help men build better relationships with their partners. Researchers found that the program reduced the likelihood of sexual violence in the household by 20 percent overall. For women who had previously experienced violence, sexual and severe violence fell by 21 percent and 13 percent, respectively. With its success in leveraging ICT and targeting men to improve their behaviors, “Hablemos Entre Patas” offers a promising approach for other similar settings.

Embedded Evidence Lab with the Uganda Ministry of Gender, Labour and Social Development

IPA recently launched a new Embedded Evidence Lab within the Uganda Ministry of Gender, Labour and Social Development (MGLSD), following the signing of an MOU with the Ministry in October 2024. The Lab’s initial focus will be on developing a robust monitoring, evaluation, and learning (MEL) system, reviewing and upgrading existing Management Information Systems (MIS), generating evidence and developing clear pathways for evidence to inform decision-making and policymaking processes. Ultimately, the Lab will help build a stronger culture of evidence use within the Ministry, which plays a critical role in improving the lives of Uganda’s most vulnerable populations.
