Congress returns to D.C. today. Call your representative to demand they stop Trump’s D.C. takeover! 833-426-4199
Dear MoveOn member,
Today, after being on recess for a month, Congress will return to a very different D.C. than the one they left. President Trump has federalized the District of Columbia’s Metropolitan Police Department and deployed federal law enforcement agents and National Guard troops, including troops from other states, into the district.
Congress will be greeted by security check points and armed, militarized police forces active across the city.
It’s critical that upon arrival back to Washington, D.C., members of Congress hear from constituents that they oppose Trump’s authoritarian takeover of our nation’s capital.
Ranking member Raskin, Congresswoman Norton, ranking member Garcia, and Senator Van Hollen have introduced a joint resolution. H.J. Res 115, to end the so-called federal emergency, which would terminate Trump’s unprecedented federalization of D.C.’s Metropolitan Police Department.1

You could say something like this: “Hello, my name is _____ and I’m a constituent from _____. I’m calling to urge [member of Congress] to publicly oppose the deployment of National Guard troops in D.C. and the militarization of our streets. I urge [member of Congress] to support the Termination Resolution, H.J. Res 115, to end this so-called emergency and to oppose federal funding for the deployment of the National Guard in D.C. or any other American city.”
Under the D.C. Home Rule Act of 1973, Congress can terminate the president’s emergency control of the Metropolitan Police Department by passing a joint resolution.2 But it will take all of us coming together to demand that Congress support and pass H.J. Res 115 to end the so-called federal emergency which is wreaking havoc on people’s lives.
Over 300 immigrants have been arrested by ICE, stoking deep fears across the community, even preventing children from attending school.3,4 Fifty homeless encampments have been eliminated, a tactic that advocates and experts say creates instability for service providers and people experiencing homelessness.5 Black residents, historically over policed in D.C., also fear the impact of increased federal presence in their communities, especially on young people.6 Overall, 8 in 10 D.C. residents reject Trump’s takeover.7
While the Trump administration spews lies, we know what this hostile takeover is really about: punishing and controlling the people who resist Trump’s billionaire-backed agenda to stifle resistance. And Trump is threatening to expand his military takeover to other cities across the country, such as Chicago and Baltimore.
