*Notice of Request for a Permit*

Pursuant to provisions of the Wyoming Industrial Development Information and Siting Act and Siting Rules and Regulations, notice is hereby given that Blue Spruce Operating LLC filed an application for a permit to construct and operate a facility to produce liquid helium and carbon sequestration located in Sublette County, Wyoming. The Applicant proposes to construct Dry Piney Helium and Carbon Sequestration on privately owned land and the address assigned to the Project is 296 Graphite Hollow Road, Big Piney, Wyoming 83113. Project components will consist of production and water disposal wells and well pads, pipelines, access roads, acid-gas injection wells and well pad, an in-field power generation facility, and a natural gas processing facility. The proposed gas gathering pipeline corridor will transport raw gas from the gas production well pads to the natural gas processing facility. BSO will bring to market components of the inlet raw gas stream, including helium, liquid nitrogen, and methane. Helium will be transported by truck and methane will be transported by existing pipeline to interstate pipeline networks. Byproducts, including produced water and acid-gas containing carbon dioxide (CO2) and hydrogen sulfide (H2S), will be produced, transported via new pipelines, and reinjected for permanent sequestration. The construction workforce is expected to average 209 workers during the construction months between 2026 and 2028, of which approximately 10.5 workers will be local, while the remaining will temporarily relocate to the area. During peak construction in 2027, an average of 318 workers per month will be required, of which approximately 16 workers will be local.

*Notice of Hearing*

Pursuant to W.S. 16-3-110, notice is hereby given that the Wyoming Industrial Siting Council will conduct a contested case hearing on an application for a permit for the Dry Piney Helium and Carbon Sequestration Project, beginning at 9:00 AM on October 28, 2025, and may continue as needed on October 29, 2025, at a time determined by the Council, at the La Barge Community Center, 222 West 4th Avenue, La Barge, Wyoming 83123. The Council will consider the applicant’s request for a permit pursuant to the provisions of the Industrial Development Information and Siting Act (W.S. 35-12-101 et. seq.) and the rules and regulations adopted thereunder.

*Please note:* An internet search for the address for the La Barge Community Center states the building is located at 217 West 4th Avenue, La Barge, Wyoming 83123. However, the La Barge Community Center is located a block south of the La Barge Town Hall.

Persons eligible pursuant to W. S. 35-12-111 and wishing to participate must notify the Industrial Siting Council in writing by October 8, 2025 and participate in a pre-hearing on October 14, 2025 at 9:00 AM at La Barge Community Center, 222 West 4th Avenue, La Barge, Wyoming 83123, and participate in person at the hearing on October 28, 2025 at 9:00 AM, and any continuance of the hearing on October 29, 2025, at a time determined by the Council, at the La Barge Community Center, 222 West 4th Avenue, La Barge, Wyoming 83123. Persons desiring to make a limited appearance statement, may submit a written statement as provided by W. S. 35-12-111(c).  Limited appearance statements must be received by the Division no later than October 27, 2025, or handed to the presiding officer at the hearing on October 28 or 29, 2025.
