Good Saturday morning. We are finally getting a break from what one of the TV meteorologists used to say when I was growing up, the “3 H's” of Summer: Hazy, Hot, & Humid." But as we enter August, I'm sure there is still more hot weather ahead.
I hope you'll join me in a cup of coffee this morning as I give you an update on what has been happening in Washington and back here at home in Alabama.
One Big Beautiful Bill

This month, Congress passed President Donald J. Trump’s “One Big Beautiful Bill,” and I had the privilege of joining my fellow House Republicans at the White House to celebrate this historic achievement with President Trump.
This sweeping legislative package delivers on the America First agenda in a fiscally responsible way—restoring American prosperity, securing our border, promoting work, and uplifting families. It fulfills the President’s mandate for an economy that is pro-growth, pro-family, pro-business, and pro-worker, while continuing to support our most vulnerable and helping able-bodied individuals return to the workforce.
I was proud to champion the inclusion of a key pro-family provision: a refundable Adoption Tax Credit. This ensures that families of modest means receive the same support as wealthier households when opening their hearts and homes to a child in need. No family should be denied the opportunity to adopt simply because of financial barriers.
Let me be clear: this bill does not remove children or veterans from Medicaid or food assistance. Instead, it restores these vital programs to their original intent—serving as a true safety net for the poor, pregnant women, children, and individuals with disabilities.
ARMS Act
One of my priorities this month has been advancing legislation that strengthens both our national security and the U.S. defense industrial base. I introduced the Accelerate Revenue for Manufacturing and Sales (ARMS) Act, a proposal to expedite the delivery of U.S.-made critical defense capabilities to allies and partners, by expanding the Special Defense Acquisition Fund (SDAF). This bipartisan legislation was introduced in partnership with Rep. Jared Moskowitz (D-FL), Jimmy Panetta (D-CA), and Ryan Zinke (R-MT). The bill will help ensure that America’s allies and partners can receive critical defense equipment in a timely manner. By strengthening the SDAF, this legislation not only supports national security interests abroad, but invests in our industrial defense base at home.
President Trump is set on rebalancing our trade relationships and that should include exports of defense articles where North Alabama has much to offer. I introduced this bill to address the inefficiencies and delays in the current Foreign Military Sales (FMS) process.
Vietnam Veteran Pinning Ceremonies

I mentioned it in a previous email, but I wanted to remind you that coming up this month, we will be honoring our Vietnam Veterans who live in Alabama's Fourth District with two pinning ceremonies. If you're unsure if you live in the Fourth District, you can see a list of the counties here.

Roy Drinkard 105th Birthday
Speaking of veterans, Mr. Roy Drinkard of Cullman—the oldest living United States Marine and a proud veteran of World War II—celebrated his 105th birthday this July.
Caroline and I had the distinct honor of attending his birthday celebration at his home in Cullman. It’s always meaningful to spend time with our veterans, but it is an especially rare privilege to speak with members of the Greatest Generation—those who bravely served in the Second World War.May God bless you and your loved ones.
New Health Clinic Facility in Nauvoo

I was honored to join the people of Nauvoo in Walker County, to celebrate the grand opening of the brand-new Capstone Rural Health Clinic. For years, this vital community clinic operated out of a space that wasn’t adequate or accessible — but today, thanks to local determination and federal partnership, the doors are open to a state-of-the-art facility that will serve thousands of patients across Walker County. When my office was asked to help secure funding for this project, I saw firsthand how much it could mean to the community. That’s why I proudly advocated for and secured $725,000 in federal funding to help make it a reality.
This new clinic isn’t just a building — it’s a game changer for rural health care in Alabama. It offers expanded access to both primary and behavioral health services, an on-site pharmacy, ADA-compliant facilities, and even a Telehealth suite to help patients connect with providers remotely. With these improvements, the clinic expects to serve up to 1,500 additional visits a year, ensuring more families get the care they need close to home. I want to thank the Capstone team for their vision and dedication, and I remain committed to supporting smart, community-driven investments like this one across our district.
Russellville Library Groundbreaking

I was proud to stand with the people of Russellville to break ground on the future Norris Public Library and community center. Thanks to nearly $3.9 million in federal funding I secured through the Community Project Funding initiative, this transformative facility is officially underway. The new space will bring broadband access, educational programs, meeting rooms, and modern library services to families in Russellville—something the current downtown location simply can’t offer. I’m especially honored that the Russellville City Council recognized this investment with a special resolution and that Mayor David Grissom presented me with the Key to the City during the groundbreaking ceremony.
This project is a true example of what community partnership can accomplish. The Norris family generously donated the land behind City Hall, and the city council voted unanimously to name the facility the Norris Public Library in their honor. I believe libraries are more than just buildings—they’re gateways to opportunity. This new center will serve as a hub for learning, connection, and growth for generations to come, and I’m grateful to have played a part in making it a reality for Russellville and the greater Franklin County area.
Parliamentary Exchange in Alabama’s Fourth District

While President Trump visited the United Kingdom last week, I had the distinct honor of welcoming two Members of the British Parliament — James Wild and Richard Holden — to Alabama’s Fourth District as part of a transatlantic parliamentary exchange.
Their visit gave us the opportunity to showcase some of the incredible people and places that make our district truly special. From the rich cultural heritage of the Shoals to the innovation at the U.S. Space & Rocket Center and Huntsville's Cyber School, and from a working cotton farm to the natural beauty of Guntersville and Mentone, our guests experienced the best of Alabama. While in Guntersville, they spent the night at the home of Randy and Debra Jones and enjoyed a stunning view of Lake Guntersville from the home of Sam and Pam Morgan. In Mentone, they shared a lunch with DeKalb County Commission President Ricky Harcrow and Mentone Mayor Rob Hammond, further connecting with local leaders.
The United Kingdom remains America’s closest and most trusted ally, and visits like this help reinforce the strong bond between our two nations. It was a privilege to host James and Richard and to help strengthen that bond — not just at the national level, but right here in the heart of Alabama.
Our students are headed back to school this month. I hope you will join me in praying for them during this 2025-26 school year and for all the teachers, principals and support staff. Whether in a public school, private school or home-schooled, I hope and pray they all have a great year.
