The Big Horn Regional Joint Powers Board will conduct a public meeting at 10:00 am, local time, on August 18, 2025, at the BHR office at 1100 N. 10th Street, Worland Wyoming. The purpose of the meeting is to allow citizens to review and comment on the Hwy 16 to WRISD project. This project improves capacity to WRISD and the Worland Airport with a new transmission main.
At the meeting, BHR and their consultant, DOWL will present the preliminary design of the proposed project and will discuss the estimated cost of the improvements and the plan for funding the improvements. A preliminary plan of improvements, cost estimates, and the funding plan can also be reviewed at at DOWL, 1833 Sheridan Avenue, Sheridan, Wyoming 82401. Contact Jeffrey Rosenlund, P.E. Based on current cost estimates, the BHRJPB plans to borrow $3,050,000 at a 0.0% interest rate for 30 years from the Wyoming Drinking Water State Revolving Loan Fund. The loan will be administered by the Wyoming Office of State Lands and Investments. Increased rates from the BHR customers benefitting from these projects will pay for the loan. Anticipated monthly increases include $0.39 per EDU for BHR entities, $0.87 per EDU for City of Worland customers and $5.30 per EDU for WRISD customers.
