Public Meeting, South Thermopolis Water & Sewer District, South Thermopolis Water & Sewer District South Loop Project

The South Thermopolis Water and Sewer District (STWSD) will conduct a public meeting at 12:00 pm, local time, on August 18. 2025, at the Hot Springs County Annex Building at 117 N. 4th St., Thermopolis, WY. The purpose of the meeting is to allow citizens to review and comment on the STWSD South Loop Project. This project improves capacity and redundancy on the South end of the STWSD system with installation of a new transmission main. The new line will run along Highway 20 connecting the existing STWSD line on the S. Yellowstone Road to the existing STWSD line near Rimrock Road.

At the meeting, STWSD and their consultant, DOWL will present the preliminary design of the proposed project and will discuss the estimated cost of the improvements and the plan for funding the improvements. A preliminary plan of improvements, cost estimates, and the funding plan can also be reviewed at DOWL, 1833 Sheridan Avenue, Sheridan, Wyoming 82401. Contact Jeffrey Rosenlund, P.E. Based on current cost estimates, the STWSD plans to borrow $1,700,000 at a 0.0% interest rate for 30 years with $1,146,837.00 principal forgiveness from the Wyoming Drinking Water State Revolving Loan Fund. The loan will be administered by the Wyoming Office of State Lands and Investments. Additional funding will be sought from the USDA Rural Development program, and it is anticipated that no increase in rates will be needed to support this project.
