Categorical Exclusion Determination, Town of Clearmont, WY, Water Main Replacement-Phase I Meade Avenue
The Department of Environmental Quality/Water Quality Division (DEQ) has conducted a review of the proposed Town of Clearmont Water Main Replacement – Phase 1 Meade Avenue project in accordance with EPA and State of Wyoming procedures for implementing the State Environmental Review Process. DEQ has determined that this project is eligible for a categorical exclusion. Accordingly, DEQ is exempting the project from further substantive environmental review requirements under the State Environmental Review Process. Neither an Environmental Assessment/Finding of No Significant Impact nor an Environmental Impact Statement/Record of Decision will be required for the proposed action. The following is a brief description of the situation and the proposed action and a brief statement of how the action meets the criteria for a categorical exclusion.
The proposed project includes replacing approximately 158 feet of 8-inch D.I.P. and 301 feet of 6-inch D.I.P. along Meade Avenue and 310 feet of 8-inch D.I.P. across the Burlington Northern Sante Fe Railroad (BNSF) and US Highway 14-16 right of ways. These water mains will be replaced with PVC pipes of similar nominal sizes. Approximately 365 feet of 6-inch D.I.P. is also proposed to be replaced with 8-inch PVC pipe along U.S. Highway 14/16. There are also two fire hydrants connected to these water mains which will be replaced. Approximately 72 feet of 20-inch steel casing, used as carrier pipe for the 8-inch water main, is installed beneath the BNSF railroad tracks. This 20-inch steel casing will be extended approximately 230 feet to reach the outer limits of the BNSF right of way near Railway Street and the WYDOT right of way near Meade Avenue. All anticipated work is to occur within previously disturbed areas within the Town of Clearmont.
This project will also repave Meade Avenue and install an ADA compliant crosswalk between the Clearmont K-12 School and the Town Recreation Center. The curb and
gutter with an attached sidewalk along U.S. Highway 14/16 will need to be replaced due to the location of the existing/proposed water main.
Current estimates for total construction costs amount to $1,271,278 of which $1,085,885 are SRF eligible costs and $185,393 are ineligible for SRF funds. An SRF loan amount of $1,085,885 is being sought. Currently, the Town of Clearmont anticipates an 8% rate increase for both water and sewer utilities.
The Town of Clearmont is aware of and accepts the fact that they will be responsible for any required mitigative actions associated with and including storm water runoff, erosion control, archeological/historic artifacts, and air quality concerns. These will be part of the standard State Revolving Funds Program contract conditions. No noteworthy impacts to the environment or historical landmarks were identified during the initial agency review.
DEQ is granting an exclusion because the project replaces and rehabilitates existing water utility infrastructure within the town limits of Clearmont. This project will be completely constructed in previously disturbed ground, specifically ground disturbed by previously installed water, storm sewer, sanitary sewer, and power utilities, and transportation infrastructure including U.S. Highway 14-16, Meade Avenue, and the Burlington Northern Santa Fe Railroad. DEQ has determined that exempting the proposed project from further review under the State Environmental Review Process will not result in adverse impacts to the population or the area of Clearmont, and Sheridan County, Wyoming.
