The New Democrat Coalition Innovation & Technology Working Group, led by Working Group Chair Sam Liccardo (CA-16)AI Task Force Chair Valerie Foushee (NC-04), and Digital Assets Task Force Chair Brittany Pettersen (CO-07), unveiled the New Dem Innovation Agenda, a roadmap of positions Congress and the Administration should adopt to unleash the full potential of American innovation.

Through the Innovation Agenda, New Dems will work to spur groundbreaking research and technological advancements that create jobs, grow businesses, and improve the lives of hardworking Americans, all while creating a regulatory environment that fosters competition and protects consumers.

“Tackling our world’s greatest challenges, such as climate change and global disease, requires a recommitment to our innate spirit of American innovation,” said Innovation and Technology Working Group Sam Liccardo. “Our agenda fuels the future with groundbreaking research, thriving businesses, and job growth, all of which help more people achieve the American dream and keep our country on the cutting edge.”

New Dem Members completed the sixth stop on the New Dems on the Road Tour, an initiative spearheaded by Vice Chair for Policy Nikki Budzinski (IL-13) to get New Dem Members out of DC to hear from American workers, businesses, industry experts, nongovernmental organizations and local leaders about how to improve policy in Washington.

New Dem Vice Chair for Outreach Salud Carbajal (CA-24) hosted Top House Agriculture Committee Democrat and New Dem Angie Craig (MN-02) in Santa Barbara, CA for a roundtable discussion on wildfire preparedness and prevention with local government officials, first responders, wildfire experts, and nonprofit groups.

“Wildfire Preparedness and prevention is top of mind for every Californian, and Congress must do more to help our communities combat wildfire risk,” said Vice Chair Salud Carbajal. “I’m grateful to Ranking Member Craig for her focus on this threat, and to the first responders, local leaders, and more who joined us to discuss the path forward in Congress to tackle wildfire prevention now, and in the future. It’s conversations like these that make the On the Road tour such a pivotal component of the New Dem agenda. "Martin Luther King, Jr. once famously said that a budget is a moral document – how someone allocates resources shows what they value, and what they don’t.

This month, President Trump and Congressional Republicans made their values crystal clear when they enacted the largest wealth transfer in modern U.S. history, lowering taxes for the ultra-rich while cutting Medicaid and critical support for working Americans to pay for it.

The benefits for working Americans are disingenuous at best. As just one example, they capped taxes on tips at $25,000, but only for four years, and without safeguards to protect against loopholes in the law. Meanwhile, the likes of Elon Musk and Jeff Bezos are receiving massive permanent tax breaks with no caps. And to cover the costs, 17 million Americans will lose health insurance, and up to 5 million will lose food assistance, all while adding a staggering $3.4 trillion to our national deficit..."

Reps. McBath, McCaul Reintroduce Bipartisan Legislation to Protect Judges Facing Threats of Harm
Congresswoman Lucy McBath (GA-06) and Congressman Michael McCaul (TX-10) introduced the Countering Threats and Attacks on Our Judges Act (H.R. 4602). The bill would establish a State Judicial Threat Intelligence and Resource Center to provide technical assistance, training, and monitoring of threats for state and local judges and court personnel. Senators Chris Coons (D-DE) and John Cornyn (R-TX) lead companion legislation in the Senate, where it passed unanimously last Congress.

Rep. Peters Reintroduces Bill to Help Tackle America’s Housing Crisis, Boost Public Transit Use
Congressmen Scott Peters (CA-50) and Blake Moore (UT-01) and Senators Brian Schatz (D-HI) and Jim Banks (R-IN) reintroduced the bipartisan, bicameral Build More Housing Near Transit Act (H.R. 4576) to encourage the construction of low- and middle-income housing in transit-served, walkable locations.

Rep. Johnson Introduces Legislation to Help Families Build Credit and Access Homeownership
Congresswoman Julie Johnson (TX-32) introduced the Access to Homeownership Act (H.R. 4680), which empowers renters to strengthen their credit by allowing on-time rental payments to be reported to credit bureaus, boosting credit scores and opening new doors to homeownership.

Rep. Brownley Introduces Bill to Ensure Federal Employees Access to Personnel Records
Congresswoman Julia Brownley (CA-26) announced the introduction of the Protecting Federal Employee Rights to Personnel Files Act of 2025 (H.R. 4440), legislation that would prevent the Trump administration from withholding personnel files containing critical documents from current, separated, and retired federal employees. The bill would require federal agencies to provide these records within seven days of the employee’s date of separation.

Rep. André Carson Introduces Gun Safety Bill
Congressman André Carson (IN-07), alongside Congresswomen Robin Kelly (IL-02) and Lucy McBath (GA-07), introduced the Gun Safety Incentive Act (H.R. 4487) to promote responsible firearm storage and save lives. The bill offers a federal tax credit for certified firearm safes and secure storage devices, while also funding community education programs and requiring clear labeling on firearms. By incentivizing safe storage, this legislation aims to prevent accidents, suicides, and youth access to guns.

Rep. Craig Reintroduces Bill to Support Career Technical Education, Increase Enrollment in Registered Apprenticeship Programs
Congresswoman Angie Craig (MN-02) reintroduced her bipartisan Supporting Apprenticeship Colleges Act (H.R. 4588) with Rep. Rob Bresnahan (PA-08) to help increase enrollment in registered apprenticeship programs. Craig’s bipartisan legislation would provide grant funding to apprenticeship colleges to expand outreach to potential students and employers, improve academic advising programs and address common barriers to degree completion, like child care access. The bill would also provide support for first-generation students.

Reps. Suozzi and Kelly Introduce Bipartisan Bill to Re-Build the Middle Class
Congressmen Tom Suozzi (NY-03), Ways and Means Member, and Mike Kelly (PA-16), Chair of the Ways and Means Subcommittee on Tax, introduced bipartisan legislation to build the middle class by increasing employee stock ownership. The Share Holder Allocation for Rewards to Employees (SHARE) Plan Act (H.R. 4739) rewards companies that distribute at least 5% of their stock to their lowest paid 80% of employees with a 3% reduction in their federal corporate income tax rate.
