Public Notice: Permit Amendment Application - WE Soda Wyoming LP, PT0335, TFN 7 4/061
WE Soda Wyoming LP of Green River, Wyoming has applied for a mining permit (amendment) from the Land Quality Division of the Department of Environmental Quality for the State of Wyoming. The mining permit (amendment) area for the mining of trona will be located in: Sweetwater County Wyoming; T19N R111W Sections 9, 11, 13, 15, 16, 24, 25, 26, 34, 35, 36. T18N R111W Sections 1, 2, 3, E1/2 4, 10, 11, 12, 13, 14, 15, 16, 23, 24, 25, 36. T18N R110W Sections 19, 20, 31, S1/2 18. T19N R110W Sections 8, S1/2 4. T19N R109W Section 18 S1/2 and the S1/2 N1/2. T20N R110W Sections 27 and 33. Additionally, existing easement corridors to be added are located in portions of: Sweetwater County Wyoming; T19N R109W, T19N R110W, T18N R110W, T17N R110W, T18N R111W, T17N R111W, T17N R112W, T19N R111W, T20N R109W, T20N R110W, T20N R111W, T21N R110W, T21N R111W, T22N R111W, T23N R111W, T24N R111W, T25N R111W; Uinta County Wyoming: T16N R112W, T17N R112W; Lincoln County; T23N R111W, T23N R112W, T25N R111W, T26N R112W, T26N R111W; Sublette County: T27N R112W, T27N R111W. The primary facilities area for Land Quality Permit PT0335 (Westvaco Mine), the permit being amended, is approximately 8 miles east-northeast of the Town of Granger. The proposed operation is scheduled to begin mining into the amended PT0335 area in 2027 and is estimated to continue until 2070. The amendment application incorporates existing mineral leases, easements, and Permits PT0554 and SP0635 into the Westvaco Mine. The application also creates an updated and consolidated version of the overall permit document. Postmining, the area will be reclaimed and returned to livestock and wildlife use.
Information regarding this application may be reviewed in the Office of the Land Quality Division of the Department of Environmental Quality in Cheyenne and Lander or the Sweetwater County Wyoming County Clerk's Office, Green River, Wyoming. Written objections to the proposed mining operation must be received by the Administrator of the Land Quality Division, Department of Environmental Quality, 200 W. 17th Street, Suite 10, Cheyenne, WY 82002 before the close of business on September 13, 2025. Objections may also be submitted by the same deadline via the Land Quality Division’s electronic comment portal at [link removed]. The Director shall issue a final written decision on the application within thirty days after the deadline to file objections. The applicant or objector may appeal the Director’s written decision to the Environmental Quality Council (EQC). If a hearing is held, the EQC shall issue findings of fact and a decision within sixty days after the final hearing. The hearing shall be conducted as a contested case in accordance with the Wyoming Administrative Procedure Act (W.S. §16-3-101 through §16-3-115), and the right of judicial review shall be afforded as provided in that Act. All parties as given in W.S. §35-11-406(j) will be mailed a copy of this notice. The Wyoming Oil and Gas Conservation Commission will be mailed a copy of the application mine plan map as required in W.S. §35-11-406(j).
