Finding of No Significant Impact, Green River/Rock Springs/Sweetwater County-Joint Powers Water Board, Crossroads Pump Station Project
As required by guidelines for the Wyoming State Environmental Review Process, the Wyoming Department of Environmental Quality (DEQ) has performed an environmental review on the proposed State Revolving Fund (SRF) supported action below:
FINDING OF NO SIGNIFICANT IMPACT
TO ALL INTERESTED GOVERNMENTAL AGENCIES AND PUBLIC GROUPS:
As required by guidelines for the Wyoming State Environmental Review Process, the Wyoming Department of Environmental Quality (DEQ) has performed an environmental review on the proposed State Revolving Fund (SRF) supported action below:
Project: Crossroads Pump Station
Location: Sweetwater County, Wyoming
Total Cost/SRF share: $21,506,000/$9,000,000
The proposed project is to construct a new pump station and pipeline with the primary purpose of increasing pumping capacity to all areas north of I-80 in Rock Springs. The service area’s system is near capacity and this project will improve service to the area. The project will also provide redundancy to the existing pumping /transmission system. Based on current estimates, the JPWB plans to borrow $9,000,000 from the Wyoming drinking Water State Revolving Loan Fund administered by the Wyoming Office of State lands and Investments. The loan’s debt service is to be paid by the City of Rock Springs Water Enterprise Fund. The city of Rock Springs has increased user fees to repay the loan. The average rate increase per user is estimated to be $3.84 per month to repay the loan. Loan terms will be 0.5% interest rate over 20 years.
No significant adverse environmental impacts will occur due to this project. The proposed project will not adversely affect wetlands, prime agricultural lands,
threatened or endangered species habitat, historical sites, or sites with environmentally sensitive characteristics. The primary impacts of the project will be short-term and construction related. The impacts that will occur within the physical footprint of the project during construction and implementation. These impacts include:
Surface Disturbance: Soil and vegetation will be temporarily disturbed along the construction alignment, including excavation for the pipeline and pump station facility.
Air Quality: Dust and equipment emissions will be generated during construction. These are temporary and will be mitigated using standard dust control and emissions best practices.
Noise: Construction equipment will produce noise impacts during work hours. These are expected to be minor and temporary.
Visual Effects: Above-ground infrastructure such as air vents and access vaults may slightly alter the visual character of the area, but will be minimal and in line with existing utility structures.
Public Access and Traffic: There may be short-term traffic or access disruptions during construction, particularly near road crossings or in residential areas, however the extent of the project is largely vacant lands.
The review process did not indicate significant environmental impacts would result from the proposed action. Consequently, DEQ has made a preliminary decision not to prepare an Environmental Impact Statement (EIS). DEQ has taken this action on the basis of a review of the environmental assessment document and other supporting data, which are on file at the DEQ Cheyenne Office. The public may review these documents upon request.

Comments supporting or disagreeing with this decision shall be addressed to Tim Eisenhauer, Department of Environmental Quality, 200 W. 17th St., Suite 200, Cheyenne, WY 82002 or via FAX (307) 635-1785., and be postmarked on or before 5:00 p.m. on August 18, 2025 to be considered. After evaluating comments received, DEQ will make a final decision; however, DEQ will take no administrative action for at least 30 days after publication of this Finding of No Significant Impact.
