   suburban neighborhoods on foot—dragging people from their homes, snatching
   them at traffic stops, even pulling them from medical appointments—in
   small towns and big cities across the country.

   being used to target, detain, and terrorize our communities.
   They’ve arrested elected officials. Disappeared people off the street.
