The Golden Age is Here
It’s official: the One Big Beautiful Bill has been signed into law by President Trump!
For too long, the needs of the American people have taken a backseat to the wants of Washington bureaucrats and special interests. That’s why in November, voters handed President Trump and Republicans a historic mandate to refocus and reshape the federal government.
The events of this week serve as a stark reminder of how big of a task conservatives are faced with. President Trump’s One Big Beautiful Bill (OB3) faced an onslaught of attacks from Democrats, the deep state, the mainstream media, and countless special interest groups — attacks that could have easily derailed the bill.
The reality is that, due to the way Congress is structured and the constant need to get to 218 votes in the House, lawmakers are incentivized to take the path of least resistance when trying to craft a bill like this. Thankfully, conservatives in both chambers fought tooth and nail to the very end to ensure this wasn’t the case and that the final bill contained many strong conservative wins.
Heritage Action engaged with lawmakers throughout the reconciliation process and the final bill has more than enough to be considered a big win. What's more, it accomplishes President Trump’s primary objective: it puts the American people first. Here’s how:
Tax Cuts for the American People: The One Big Beautiful Bill Act extends <[link removed]> and makes permanent <[link removed]> popular provisions of the Tax Cuts and Jobs Act including lower tax rates for all Americans, expansion of the standard deduction to support families, and pro-growth business expensing provisions to create jobs.
Border Security and Immigration Enforcement: The bill makes critical investments to finish the wall, support immigration enforcement, and restore America’s national defense after years of decay under the previous administration <[link removed]>.
Welfare Reform: It also takes meaningful steps to address the skyrocketing costs of the SNAP program (food stamps), which has more than doubled in less than a decade, by making meaningful reforms <[link removed]> to support our most vulnerable populations.
Unleashing American Energy: Americans have become keenly aware of the urgency of American energy dominance, and this bill takes major strides to both increase energy independence and scale back green energy IRA tax credit giveaways.
Defending Life: It champions conservative values like protecting the unborn by defunding abortion providers like Planned Parenthood and advancing pro-family policies like the Child Tax Credit.
Furthermore, the Senate negotiated down the state and local tax (SALT) deduction <[link removed]> from the original House-passed level to limit the expanded distortions from this provision to five years.
Three Big Beautiful Key Votes:
Heritage Action issued three key votes this week:
Sen. Rick Scott’s Medicaid Reform Amendment (Amendment #2554) <[link removed]>: Heritage Action supported this proposed Senate amendment, which addressed runaway Medicaid spending. Unfortunately, the amendment never received a vote.
Senate Passage of OB3 <[link removed]>: Heritage Action supported Senate passage of the bill on Tuesday. It passed by a vote of 51-50 (tie breaking vote from Vice President Vance).
House Passage of OB3 <[link removed]>: Heritage Action supported House passage of the bill on Thursday. It passed by a vote of 218-214.
What’s next?
After months of intense negotiations and many late nights, the One Big Beautiful Bill is finally enacted — but Congress’ work is far from finished. Republicans were given a mandate for change, and now that reconciliation is done, it’s time to move onto the next immediate priority: rescissions.
Power of the Purse
One thing is abundantly clear: a continuation of the Beltway status-quo is not what the voters demanded. President Trump can set the tone for this change with executive action, but Congress will have to do its part as well. It holds the power of the purse.
The President’s first rescissions package is on deck in the Senate. This bill, which rescinds funds for woke and wasteful spending at the State Department, USAID, and the Corporation for Public Broadcasting, which funds NPR and PBS, should be swiftly passed.

The path forward:
Ultimately, Congress has to do its part and codify the DOGE cuts through the appropriations process. The fiscal year ends at midnight on September 30th, but with Congress set to take off for the August recess, time is of the essence.
