Dear John xxxxxx,
I’m thrilled to be introducing The Labour Rosette - a newsletter that sets out some of the change that your support has helped to make possible in the year since we were elected.
With the help of our members and supporters we've started to deliver our Plan for Change, undoing the damage of 14 failed Tory years and securing the future of our country.
We've started putting more money in people's pockets by lifting the minimum wage to give three million workers a pay rise, extending free school meals to half a million more children and starting to roll out free breakfast clubs for primary school pupils.
We're seeing the early signs of recovery: wages finally rising faster than prices; four interest rate cuts; three major trade deals, as people queue up to do business with Britain again.
And just this week we've launched our 10 Year Health Plan new Neighbourhood Health Services bringing diagnostics, mental health, post-op, rehab and nursing to people's doorsteps to help shift care from hospital to the community.
That builds on the huge progress we've made in getting the NHS back on its feet: 4.2 million extra NHS appointments since July, achieving our manifesto pledge seven months early, waiting lists down nearly 250,000 since we were elected, and 1,900 GPs recruited so far - with a record £29 billion of additional investment in the NHS at the Spending Review.
This is what change looks like under my Labour Government. While I know that there’s still so much more to do and we’re going further and faster to get it done, I hope that reading The Labour Rosette gives you a sense of how serious we are about delivering for you and for Britain.
Thank you,
Keir Starmer
Prime Minister & Leader of the Labour Party

NHS 10 Year Health Plan
New Neighbourhood Health Services with easier, more convenient care.
Millions of patients will be treated and cared for closer to their home by new teams of health professionals, as part of the Labour Government's 10 Year Health Plan.
What does this mean?
The launch of a Neighbourhood Health Service will see pioneering teams, some based entirely under one roof, set up in local communities across the country, to dramatically improve access to the NHS. As part of the Labour Government’s aim to shift care out of hospitals and into the community, they will free up overstrained hospitals from perpetual firefighting so they can focus on delivering the best, most cutting-edge, and personalised care.
Key talking points:
The announcement follows news that with Labour, there have been 4.2 million additional appointments in the NHS since July last year.
That’s double our target, and 100,000 more appointments a week than the Tories were doing.
And we’ve brought down waiting lists by almost a quarter of a million, the lowest level in two years.
Labour is putting the NHS on the road to recovery after years of soaring waiting times, by providing record investment and fundamental NHS reform. It will take time, but Labour has turned the NHS around before, and we are doing it again.
“Our 10 Year Health Plan will turn the NHS on its head, delivering one of the most fundamental changes in the way we receive our healthcare in history.
“By shifting from hospital to community, we will finally bring down devastating hospital waiting lists and stop patients going from pillar to post to get treated.
“This Government’s Plan for Change is creating an NHS truly fit for the future, keeping patients healthy and out of hospital, with care closer to home and in the home.”
Wes Streeting, Health and Social Care Secretary

A Cleaner Water Environment
Labour has announced that 81 criminal investigations into water companies have been launched in England since the General Election.
What does this mean?
The new operation, which includes the recruitment of 380 additional regulatory staff to carry out inspections, demonstrates Labour’s commitment to cleaning up our rivers, lakes and seas.
It builds on the wider work that Labour are taking to clean up our natural environment including investing water company fines into local projects across the country, and the introduction of the landmark Water (Special Measures) Bill.
Key talking points:
- A record 81 investigations have been launched since July of last year, an increase of 400%.
- Over £100m, collected through fining water companies, will be pumped straight back into local environmental projects.
- This immediate action comes alongside new legislation to put the water industry under special measures, with tough new laws to crackdown on criminal activity.
Under the Tories, record levels of illegal sewage were dumped into our rivers, lakes and seas. Labour is cleaning up their mess.
“Water companies have too often gone unpunished as they pump record levels of sewage into our waterways. No more. A record number of criminal investigations have been launched into law-breaking water companies – which could see bosses behind bars. With this Government, water companies who break the law will finally be punished for their disgraceful behaviour so we can clean up our rivers, lakes and seas for good.”
Steve Reed MP, Environment Secretary

Cutting bills for millions of families
2.7 million extra households will see their energy bills cut by £150 this winter thanks to action that Labour have taken to expand the Warm Home Discount.
This major expansion in support is the latest measure to tackle the cost of living, following our expansion of free school meals, the rollout of free breakfast clubs, and the increase in the minimum wage.
What does this mean?
Over 6 million households will now benefit, including 900,000 more families with children and 1.8 million households in fuel poverty.
Key talking points:
- These measures will support 6 million people on means-tested benefits to get support with their energy bills.
- Complement Labour’s Plan for Change to permanently lower energy bills and boost our energy security.
- Labour is serious about taking immediate action to support those struggling with the cost of living.
Opposition parties - including the Tories and Reform - would leave Britain at the mercy of volatile gas markets and destroy clean energy jobs across the country.
Labour’s Plan for Change will deliver Clean Power by 2030, make Britain more energy secure, bring down energy bills in the long term, and deliver good jobs in our industrial heartlands.
“Millions of families will get vital support with the cost of living this coming winter, demonstrating this government’s commitment to put money in people’s pockets through our Plan for Change.”
Ed Miliband, Energy Secretary

Free School Meals for half a million more children
Labour is extending entitlement to Free School Meals to children whose families claim Universal Credit – that’s over half a million more children. The historic move will lift 100,000 children out of poverty and put £500 back into parents’ pockets every year.
Labour’s Plan for Change is breaking down barriers to opportunity to give children the best possible start in life.
What does this mean?
Labour is delivering a free nutritious meal every school day for over half a million more children. The historic move will lift 100,000 children out of poverty and put £500 back into parents’ pockets every year. This will make life easier and more affordable for parents who struggle the most, delivering on Labour’s Plan for Change to break down barriers to opportunity and give children the best start in life.
Key talking points:
- Labour is putting more money in people’s pockets and driving down poverty.
- We have boosted pay for 3 million workers by raising the National Living Wage, introduced Free Breakfast Clubs and expanded the Warm Homes Discount. And, in the Autumn, we will publish a 10-year Child Poverty Strategy.
- The Tories left 900,000 more children growing up in poverty when they lost control of the economy and inflicted a devastating cost-of-living crisis.
- Since 2018, children have only been eligible for Free School Meals if their household income is less than £7,400 per year, meaning hundreds of thousands of children living in poverty have been unable to access Free School Meals.
“It is the moral mission of this government to tackle the stain of child poverty, and the government has taken a giant step towards ending it with targeted support that puts money back in parents’ pockets.
“From free school meals to free breakfast clubs, breaking the cycle of child poverty is at the heart of our Plan for Change to cut the unfair link between background and success.
“We believe that background shouldn’t mean destiny. This historic step will help us to deliver excellence everywhere, for every child and give more young people the chance to get on in life.”
Bridget Phillipson, Education Secretary

Targeting off-road bikes
Labour is giving police new powers to tackle the scourge of off-road bikes which blight communities up and down the country.
What does this mean?
Thanks to Labour’s Crime and Policing Bill, police will be able to seize off-road bikes, e-scooters and cars involved in antisocial behaviour, with officers no longer required to issue a warning before taking vehicles which bring misery to local communities off the streets.
Labour is consulting on measures that will mean that police can crush vehicles used antisocially in 48 hours, reduced from the 14 days they have to wait currently.
Key talking points:
In 14 years, the Conservatives damaged neighbourhood policing, with PCSO numbers slashed by half and Special Constables cut by two-thirds.
Now, Labour is giving the police and local communities the support and tools they need to tackle anti-social behaviour, provide victims the swift justice they deserve, and make communities safer – putting 13,000 bobbies back on the beat.
“Anti-social and reckless driving brings misery to communities across the country, from dangerous street racing to off-road bikes tearing through local parks.
“As part of our Plan for Change, these new powers send a clear message that anti-social behaviour, whatever form it takes, will not be tolerated in our local communities.”
Dame Diana Johnson, Minister for Crime and Policing

A Modern Industrial Strategy
In June, Labour announced its new Modern Industrial Strategy, a plan to improve business investment and create good jobs across the country.
What does this mean?
It means more than 7,000 British businesses – supporting up to 300,000 skilled jobs – will see their electricity bills slashed by up to 25% from 2027.
This 10-year plan will create 1.1 million good, well, paid jobs in thriving industries and deliver our Plan for Change.
This builds on the work we’ve already done to prioritise better jobs for Britain, with around 380,000 new jobs in the UK economy since July of last year.
Key talking points:
- A new plan to cut energy bills for 7,000 key growth businesses.
- An extra £1.2bn a year for skills programmes, with programmes aimed at digital, defence and engineering.
- More money and support for small and medium businesses to adopt new technologies and grow.
Businesses have been calling for an industrial strategy for years, but under three successive Prime Ministers the Tories refused to deliver one, driving down investment and job creation.
Labour knows that the only way to grow the economy is to give businesses the security to invest and create good jobs.
"We’ve said from day one Britain is back in business under this government, and the £100 billion of investment we’ve secured in the past year shows our Plan for Change is already delivering for working people."
Jonathan Reynolds, Business and Trade Secretary
