PORT ORCHARD, Wash. - In a 2-1 vote, the Kitsap County Board of County Commissioners confirmed a resolution to remove 14 rural residential rezone requests and retain 3 industrial and commercial rezone requests from the 2025 "Year of the Rural" workplan and final docket. The decision followed public comment and testimony during the board meeting.
During the meeting, County staff presented an overview of the criteria they used to evaluate the rezone requests and make recommendations to the Board. The presentation included future approaches to support rural development and preservation, including:
- Continue to assess and monitor trends in rural land use
- Exploring development tools such as transfer of development rights (TDR)
- Reviewing the criteria and timeline in County code for site-specific amendments
- Engaging forestry and agriculture working groups
Work on rural planning efforts will continue through an update to the Rural and Resource Lands Chapter of the 2024 Comprehensive Plan, which aims to further define future policies and direction.
