Job Opportunities Being Provided to Young Adults and Youths from Eaton Fire Area
The Los Angeles County Department of Economic Opportunity (DEO) officially kicked off summer with a series of Youth@Work Summer Hiring events, welcoming over 1,400 young adults, many engaging in their first job search and connecting with more than 60 local employers.
Through Youth@Work, eligible youth ages 14–24 who live in LA County can access paid, part-time job opportunities and earn $17.87 per hour for up to 140 hours starting July 1. Participants also receive 20 hours of job readiness training through the department’s Transition Age Youth – World of Work (TAY-WOW) program and are connected to future job training, education, and career pathways, along with wraparound support tailored to their needs. Eligible youth include, but are not limited to, those who are foster, justice system-impacted, experiencing homelessness, out of school, receiving CalWORKS, or from a low-income household.
As part of this year’s initiative, DEO is providing a minimum of 500 job opportunities to youth ages 14–24 who lived in or were displaced from communities impacted by the January 2025 Eaton Fire. Eligible youth include those who resided in evacuation zones or areas under evacuation warnings during the emergency. Interested youth can fill out the Eaton Fire Youth@Work Form for youth to get started. Employers interested in providing temporary paid work experiences and career opportunities to youth impacted by the Eaton Fire are invited to complete the Eaton Fire Youth@Work Form for employers.

📅 Foreclosure Relief for Wildfire-Affected Homeowners: July 7, 2025 - There is a foreclosure moratorium for FHA-insured single-family mortgages in effect until July 7, 2025. If you need guidance exploring foreclosure prevention options, Department of Consumer and Business Affairs counselors are available to help. 📅 Economic Injury Disaster Loans: October 8, 2025 - Small businesses and most private nonprofit organizations located in a declared disaster area and which have suffered substantial economic injury may be eligible for a Small Business Administration Economic Injury Disaster Loan.  Owners of Properties with Fire Debris Who Didn't Opt-In to Government Debris Removal Program Have Until June 30, 2025 to Clear Debris
Private property owners with fire debris who have opted out of the government-sponsored debris removal program, or did not opt-in to that program, have until June 30, 2025 to complete debris removal.
If cleanup is not completed by this date, the property may be declared a Public Nuisance. The County may take steps to remove fire ash and debris from the property; the cost of this debris removal will be charged to the property owner. If not paid, the cost may be recovered through a lien on the property.

Partnership For Home Rebuilding in Eaton Fire Area
A collaboration between The Foothill Catalog Foundation and San Gabriel Valley Habitat for Humanity is helping residential property owners rebuild. The initiative is offering a curated collection of pre-approved home designs and home construction for qualifying survivors, through Habitat for Humanity. The designs are pre-approved through an innovative “standard plan program” adopted by Los Angeles County for the Altadena One Stop Permitting Center. This allows for a simplified path through permitting.
San Gabriel Valley Habitat for Humanity is assisting wildfire survivors in multiple ways.
San Gabriel Valley Habitat for Humanity and Habitat LA have launched ReBUILD LA, a long-term emergency response campaign to assist people with limited means to rebuild their homes, relocate to other housing, provide essential supplies, and restore their lives.
Whether a property owner is pursuing these programs or choosing other paths to rebuilding, One Stop Permitting Centers are available to assist.

The County of Los Angeles has an introductory resource guide for planning, designing, and constructing healthy, fire resilient, and efficient buildings and properties. The resource guide is for property owners—and design and building professionals supporting property owners—faced with post-fire rebuilding. The resource guide also supports those considering retrofitting existing structures and/or building new structures regardless of fire impacts.
The guide includes currently available incentives & rebates, and links to other trusted information with fact sheets and checklists for property owners.

Self-Certification Pilot Program Launched to Speed Rebuilding in Unincorporated Areas
The Building Plan Self-Certification Pilot Program is designed to streamline plan review and help homeowners rebuild faster following the Eaton and Palisades Fires.
Under this program, California licensed architects and engineers can self-certify that their building plans comply with the Los Angeles County Building Code, eliminating the need for a full plan check review. Architects and engineers interested in participating in the program must register at recovery.lacounty.gov/rebuilding/self-certification.
A list of professionals registered to self-certify will be available at recovery.lacounty.gov/rebuilding. Only architects and engineers who register in advance will be able to self-certify plans.
Eligible projects include the replacement of single-family homes, accessory dwelling units (ADUs) and appurtenant structures that were damaged by the Eaton or Palisades Fire and are located in unincorporated areas of Los Angeles County.
All required approvals from other L.A. County departments – including Regional Planning, Public Health, and Fire – must still be obtained prior to the issuance of a building permit.
L.A. County Public Works will continue to offer traditional plan checks and other rebuilding tools, including preapproved standard plans that have already been reviewed for code compliance.

The Department of Public Health is offering free blood lead testing for those concerned about exposure to lead from the recent wildfires.
