This rescissions package delivers on that promise by eliminating funding for absurd, hyper-partisan initiatives and woke organizations that use taxpayer dollars to push their political ideologies. We must be good stewards of the resources we have and focus our attention on valuable causes that help uplift America and unite us, rather than divide us.

Small businesses are the backbone of our strong economy. However, the Biden Administration’s dangerous economic and border policies put their success at risk.
I voted YES on a series of bills that codify President Trump’s executive orders to protect Main Street America.
-Capping Excessive Awarding of SBLC Entrants (CEASE) Act of 2025: codifies a cap on the existing number of authorized Small Business Lending Companies (SBLC) licenses at 16, encompassing the original 14 SBLCs and the additional two SBLCs licensed in 2024 after a Biden-era rule change.
-Save SBA from Sanctuary Cities Act of 2025: requires the Small Business Administration (SBA) to relocate SBA offices out of sanctuary jurisdictions and into jurisdictions that do not limit their cooperation with federal agencies charged with immigration enforcement.
-American Entrepreneurs First Act of 2025: requires citizenship verification for SBA assistant loan applications to ensure that only legal, eligible applicants can access SBA programs.

The SUPPORT for Patients and Communities Reauthorization Act
No family should experience the devastating loss of a loved one due to a fentanyl overdose.
I voted YES on the SUPPORT for Patients and Communities Reauthorization Act to help those struggling with substance use disorder and to preserve vital resources for treatment, recovery, and prevention.
This legislation will restore hope and healing to the thousands of families affected by:
-Ensuring first responders can access and administer naloxone.
-Expanding substance use disorder treatment options for pregnant and postpartum women.
-Strengthening state Prescription Drug Monitoring Programs (PDMPs).
-Encouraging individuals in recovery to participate in the workforce.
-Continuing support for Comprehensive Opioid Recovery Centers, which provide a full spectrum of treatment and recovery services.

Statement on Israel's Strikes on Iran
America stands with Israel in its righteous fight to defend itself against threats to its very existence. I am monitoring the events unfolding in the Middle East closely, support President Trump's vision for peace, and pray for Israel's success and the safety of all the innocent lives at stake. If the Islamic terroristic regime is ever allowed a nuclear bomb, the world will never be safe again. Terrorists only know strength.
Statement on Violent Riots in Los Angeles
Democratic leadership created the anarchy and chaos we are currently witnessing in Los Angeles, and are enabling it in an act of defiance of President Trump’s efforts to restore community safety and enforce our country’s immigration laws. Politics must never come at the expense of public safety. The American people voted overwhelmingly for security, not illegal sanctuary.
Destruction of public and private property, as well as attacks on law enforcement officers and equipment has no place in America. Not now, not ever, and certainly not by individuals waving a foreign nation’s flag.
Led Bipartisan Effort to Protect VA Clinical Care Quality
I sent a letter to Secretary Doug Collins, Department of Veterans Affairs, alongside Congressman David Scott (D-GA) and 83 of our colleagues, expressing concern about the standards governing anesthesia care inside the VA health system.
Our veterans deserve the highest standard of care, including careful oversight by trained physicians. The trend in medicine to allow nurses to assume certain responsibilities that medical doctors are trained to do is dangerous.

VA Committee Holds Hearing on Bipartisan Legislation to Improve PTSD Screening
The Committee on Veterans’ Affairs Health Subcommittee held a hearing to consider numerous pieces of legislation that aim to expand treatment options and access to high-quality care for our nation’s warfighters. Included in the discussion was my bill, the Veterans PTSD Screening Act.
In the United States, at least 17 veterans lose their lives to suicide each day. This is a gut-wrenching reminder that the horrors of war are not always left on the battlefield and often haunt veterans for decades or even a lifetime.
As the representative of over 76,000 veterans and a practicing physician of over 35 years, it is my priority to look after those who answered the call to service. While a handful of promising therapies, including HBOT, have emerged, treatment for PTSD still falls short for many seeking care. Lacking detailed insight into the illness makes effective treatment both difficult and costly. To better target and address its physiological cause, we need to look deeper.
I introduced the Veterans PTSD Screening Act, legislation directing the Department of Veterans Affairs (VA) to study the value of RNA-sequencing in diagnosing veterans suffering from PTSD. A high-quality and successful assessment conducted by the VA would accelerate the adoption of this potential breakthrough for veterans.
Ways and Means Committee Hearing with Treasury Secretary Scott Bessent
The House Ways and Means Committee held a hearing with United States Treasury Secretary Scott Bessent to discuss the House’s priorities of promoting growth and empowering our businesses to flourish.
The committee has taken tremendous steps toward creating a brighter future for every American. In our portion of the ‘One, Big, Beautiful Bill,’ we included provisions that extend the successful Tax Cuts and Jobs Act, prioritize American workers, and build an economy that uplifts everyone.
During the hearing, I was pleased to hear Secretary Bessent discuss President Trump’s plans to keep our domestic exporters competitive in our current trade environment. Under the Trump Administration, America is back to being pro-business, pro-growth, and pro-American.

2025 Congressional Baseball Game
On Wednesday night, Republicans took home the win in the Congressional Baseball Game. Every year, both sides come together for some good old-fashioned fun to raise money for charity and help members build meaningful relationships outside of the halls of the Capitol.
While I will not miss the 5:45 am practices, I am proud to share that the matchup raised nearly $3 million for local youth charities, including the Boys and Girls Clubs of Greater Washington, the Washington Nationals Philanthropies, and the United States Capitol Police Memorial Fund.

NC-03 Breaks Veterans History Project Record
My staff had the honor of visiting the Veterans History Project on display at the Library of Congress. With over 76,000 veterans in our district, I’ve hosted VHP events across our district to record the stories of those in our community who have bravely served our country.
This program highlights the incredible sacrifices, bravery, and heroism of our veterans and ensures their stories are remembered for future generations. I’m proud to share that already this year, we have had the largest turnout since we began the initiative, with 23 veterans’ stories from Eastern North Carolina recorded and preserved in our nation’s capital.
I am immensely grateful for the service of our veterans to protect our freedom, and I look forward to preserving their legacies through the VHP for years to come!

As Co-Chair of the GOP Doctors Caucus, I’m proud to lead my colleagues in addressing the challenges I see every day as a urologist, including rising drug costs, declining Medicare reimbursements, physician burnout, and industry consolidation.

Acceptance of 2025 U.S. Metalcasting Industry Congressional Award
America produces the best products, made by the best workforce. They deserve to be prioritized and recognized for the essential role they play in our national security and economic growth.
It was an absolute honor to receive the 2025 U.S. Metalcasting Industry Congressional Award from the American Foundry Society for my work to strengthen supply chains, hold our adversaries and allies accountable for unfair trade practices, and push back against excessive government overreach that is anti-growth and anti-American.

Received Recognition by NC National Guard
When Hurricane Helene devastated North Carolina, our National Guard was quickly on the front lines, helping communities rebuild and recover.
The dedicated men and women of the Guard commit themselves to being “Always Ready, Always There!” and to keeping our communities protected.
It was an honor to be recognized by North Carolina Major General Todd Hunt for my support of the Guarding Readiness Resources Act.
We must ensure our state National Guard units are properly equipped to execute their missions and funded appropriately. I’m proud to support our devoted service members and their heroic missions!

It was an honor to speak at International Paper’s Absorbent Products Event about the tremendous asset the New Bern Mill is to our region. The mill’s 350 employees help support hospitals, loggers, and small businesses across North Carolina.
I am grateful for the important role International Paper plays in growing our local economy. As a member of the Ways and Means Committee, I am committed to ensuring that domestic manufacturers, like IP, have the tools they need to keep America running.

In North Carolina, prices for construction materials have risen dramatically, and overall construction costs are about 30% higher than they were five years ago.
It was great to hear from representatives of the NC Home Builders Association on how we can make buying, selling, and building a home more affordable for ENC.

It was wonderful to sit down with Pete Story, CEO of Hanger Clinic, a leading provider of orthotic and prosthetic services.
As a member of the Veterans Affairs Committee and a proud representative of over 76,000 veterans, I appreciated the opportunity to learn about the renewed hope and independence that Hanger provides via their next-generation smart prosthetics to those who have served our country. During our meeting, we discussed ways to expand coverage for veterans who rely on prosthetics through the Department of Veterans Affairs.
It is our duty to ensure that those who protected our freedoms receive the support they have earned through their service.

We discussed the importance of supporting American manufacturing and the hardworking people behind it. Cummins employs over 3,000 people in North Carolina and plays a key role in our economy!
