Subject Proposed safety net policy changes would leave millions worse off

New Urban Institute analysis finds that the combined impact of proposed changes to SNAP, Medicaid, and federal income tax, as written in the House of Representatives&rsquo; One Big Beautiful Bill Act, would lower resources for low-income families. In particular, reductions or restrictions related primarily to food assistance and health insurance are estimated to leave 22.6 million families worse off.


Using microsimulation analysis,

the report examines how these policies affect economic wellbeing for families at different income levels, finding that:
- Families in poverty would make up more than half of all families who would lose resources as a result of key provisions of the House bill and only 6 percent of all families who gain resources.
- Higher income families would make up the largest share of families gaining resources, with families above 400 percent of poverty making up more than a quarter of all families who gain resources. These higher-income families make up 1 percent of families who lose resources.
- For families in poverty, resource losses far outweigh resource gains, with average annual estimated losses more than five times higher than average annual estimated gains.
- Key provisions of the bill would result in 1.4 million more people being in poverty, including 400,000 children and 200,000 adults age 65 and older.
