Dear Neighbors, 

Late on Monday, we concluded our one-day special session to pass the rest of our state budget and wrap up our work for the year. The final bills we passed reflected our closely divided government, as there were several provisions I did not support.

However, I am proud that DFLers stood up for much of the progress we fought so hard for in 2023, especially at a time when the federal government is hellbent on dismantling them. We protected massively popular and needed legislation like paid family and medical leave, universal school meals, strong gun violence prevention laws, and so much more. 

In addition to the bills I’ll talk about in more depth below, I voted in favor of the budget bills for Commerce [ [link removed] ], Energy [ [link removed] ], Environment and Natural Resources [ [link removed] ], Health, Children, and Families [ [link removed] ], Higher Education [ [link removed] ], Human Services [ [link removed] ], and K-12 Education [ [link removed] ]. I also voted for a pair of Capital Investment bills [ [link removed] ] that improve our state buildings, transportation, and water infrastructure. Fighting for Healthcare for "Everyone"

One of the most tragic parts of this session was Minnesota Republicans’ cruel attempt to strip MinnesotaCare coverage from our undocumented neighbors.

The House GOP decided to start the special session with a bill that’s not just inhumane, but completely nonsensical. It makes zero fiscal sense, zero public health sense, and zero sense of humanity. It does real harm to real people.

Let’s be honest: the Minnesota GOP was willing to threaten a government shutdown just to kick undocumented adults off their healthcare. That’s not leadership, it’s cruelty, plain and simple.

You can hear my remarks here [ [link removed] ] on an amendment I proposed to ensure coverage could be kept for young adults, elders, and those with critical conditions. Every Republican voted no on my amendment. At a time when immigrant communities across the country are being targeted, it’s shameful that our legislature even considered this bill.

To my immigrant neighbors in South Minneapolis and across Minnesota: I see you, I stand with you [ [link removed] ], and I fought alongside you until the very end. I’m deeply sorry we weren’t able to stop this. And I’m sorry for the pain and fear this decision may cause.

I remain committed to restoring and defending health care access for all Minnesotans—regardless of immigration status.

Transportation Bill

This year, I was honored to serve on the Transportation Committee and work toward solutions that keep Minnesota moving forward. Last Friday, the Transportation working group presented a completed budget bill that reflected months of negotiation and collaboration. Given financial constraints, the budget proposed represented equal cuts to public transportation and roads/highways.

However, over the weekend, significant and troubling changes were made. Key provisions were removed, and $115 million in General Fund cuts for the 2026–27 biennium, agreed upon in the global budget framework, were disproportionately applied to public transit. These cuts include $61.41 million from Metro Transit and $22 million from Greater Minnesota transit systems.

This final bill breaks the bipartisan agreement that leadership from all sides had signed off on. After the spreadsheets and policy provisions were approved, some chose to walk back their commitments.

I cannot and will not support balancing the transportation budget on the backs of transit riders, especially those who rely on these services every day. I voted no, but unfortunately the bill passed.

Fighting to Keep Billionaires Accountable

One of the final bills we considered this session offered massive tax breaks to some of the world’s largest corporations to build data centers in Minnesota. I voted no, because I don’t believe in handing out tax breaks to billionaires.

If Minnesota is going to host large-scale data centers, we need strong guardrails in place. Some of these facilities consume more than 100 million gallons of water annually. Others use more electricity than our "entire city" of Minneapolis. Many rely on fleets of diesel backup generators, raising serious concerns about air quality and emissions.

Minnesota has made bold commitments to environmental stewardship, ratepayer protections, and achieving 100% clean energy. This bill did not go far enough to ensure data centers would align with those priorities. We can welcome innovation and investment without compromising our climate goals or giving away public dollars with no strings attached. Unfortunately, this bill passed, but we will continue to work on data center policy next session.

Roof Depot Project

Thankfully, we passed a capital investment bill at the end of our special session to fund building Minnesota’s infrastructure. Unfortunately, no local projects were included and thus the final funding that would have supported the city of Minneapolis selling the Roof Depot site to the East Phillips community did not go through. Our Minneapolis delegation fought hard for the funding, but we were ultimately not successful given the political dynamics of the legislature this year. Nonetheless, we made a commitment to help neighbors realize their vision for the site, and we will continue to be a partner at the table with the city and community to move the project forward. Legislative Interim 

Although the work of the 2025 session is now complete, there is still more work to be done. I’ll continue meeting with constituents, colleagues, and our partners both inside and outside government to lower the cost of living for hardworking families on things like housing, child care, and health care, and daily essentials. I’ll keep you updated on important meetings, town halls, and events in our district.
