New STOP THE BLEED® Legislation in Missouri

Missouri’s legislation known as the "Stop the Bleed Act", to enhance emergency preparedness in schools by equipping staff and facilities to respond effectively to traumatic bleeding incidents, has passed both the house and senate and is pending the governor’s signature. The "Stop the Bleed Act" is codified in Section 160.485 of the Missouri Revised Statutes. This provision was included in House Bill 416, introduced in 2025, and also featured in Senate Bill 68, an omnibus education bill passed by both legislative chambers in 2025. As of May 2025, SB 68 is awaiting the governor's signature to become law.
Some Important Key Provisions Include:
Bleeding Control Kits: Schools are required to place bleeding control kits in high-traffic areas such as cafeterias, auditoriums, and vocational classrooms.
Training Requirements: Each school district and charter school must designate personnel to receive annual training in the use of bleeding control kits. Training covers the application of pressure, dressings, tourniquets, and other bleeding control techniques. Training programs may be conducted by local emergency medical services personnel or other qualified individuals and can include online instruction.
Protocol Development: The Missouri Department of Elementary and Secondary Education (DESE) is tasked with developing a traumatic blood loss protocol by January 1, 2026. This protocol will guide schools in managing incidents involving severe bleeding and must be implemented by the end of the 2025–26 school year.
Maintenance and Restocking: Bleeding control kits must be inspected annually to ensure that all materials are up-to-date and functional. After each use, kits must be restocked promptly to maintain readiness.
Liability Protection: School personnel who, in good faith, use a bleeding control kit as provided by the act are granted immunity from civil liability, unless their actions constitute gross negligence or willful misconduct.
