I wanted to take a moment to share with you a recap of what happened last week in Texas' 22nd District and the United States House of Representatives. This Week in Washington, D.C. Aviation Chairman Troy E. Nehls Hosts Roundtable with Key Stakeholders As Chairman of the House Aviation Subcommittee, I held the first bipartisan Air Traffic Control (ATC)/National Airspace System (NAS) Modernization Working Group listening session with Ranking Member Steve Cohen (D-TN-09). I am proud to announce that the first listening session of the bipartisan ATC/NAS Modernization Working Group was a success. This roundtable discussion included numerous stakeholders from the aviation industry, and the discussions we had provided helpful insight into the pressing issues facing America’s aviation industry. We look forward to hosting additional listening sessions that will enable other stakeholders in the aviation industry to make their voices heard, allowing members of the working group to better understand their concerns and perspectives. The House Transportation and Infrastructure Subcommittee on Aviation is committed to ensuring the issues that plague our nation’s air traffic control system and the U.S. national airspace are addressed quickly and efficiently. Rep. Troy E. Nehls Questions Witness Panel at House Judiciary Subcommittee on Crime Hearing The House Judiciary Subcommittee on Crime and Federal Government Surveillance held a hearing titled "Foreign Influence on Americans' Data Through the CLOUD ACT." Passed into law in 2018, the Clarifying Lawful Overseas Use of Data (CLOUD) Act allows the U.S. to enter into bilateral executive agreements with other countries which allow their law enforcement agencies to directly request data from U.S. technology companies, and vice versa, without going through the often slow and cumbersome traditional Mutual Legal Assistance Treaty (MLAT) process. The purpose of this bill was to help our allies combat serious crime while protecting civil liberties. During the hearing, I questioned witnesses on whether they believe the CLOUD Act, and our executive agreements made pursuant to it, adequately protect the communications of American citizens. I also questioned witnesses on whether the CLOUD Act is creating an undue burden on U.S. technology companies, and how the CLOUD Act can be amended, or agreements can be changed, to adequately safeguard U.S. citizen communications and alleviate the burden on our tech industry. Nehls Holds Hearing on the FAA Reauthorization Act of 2024 The FAA Reauthorization Act of 2024 was signed into law on May 16, 2024. This was the largest and most comprehensive Federal Aviation Administration (FAA) reauthorization signed into law. As Chairman of the House Subcommittee on Aviation, I held a hearing titled "FAA Reauthorization Act of 2024: Stakeholder Perspectives on Implementation One Year Later." The FAA Reauthorization Act of 2024 touched every major sector of the aviation industry and included provisions to ensure that the United States remains the global leader in aviation. This comprehensive bill included over 500 mandates for the FAA and the Department of Transportation (DOT) to implement over the next five years. This hearing allowed members of the subcommittee to hear from industry stakeholders about the progress that has or hasn't been made in implementing the law. The FAA Reauthorization Act of 2024 required the FAA to streamline and modernize its certification process. During the hearing, I questioned the witness panel about their opinion on whether the FAA has delivered on this requirement. I also discussed my bill, the bipartisan Supersonic Aviation Modernization (SAM) Act, which will foster aviation innovation in America. My bill directs the FAA to issue or revise regulations, within one year of enactment, to allow for the operation of civil aviation aircraft to operate at speeds of Mach 1 or higher without requiring special authorization, so long as no sonic boom reaches the ground within the United States. Nehls Questions Panel at House Judiciary Subcommittee on Anitrust Hearing Tuition rates at self-proclaimed "elite" universities have ballooned over the years due to longstanding collusion between them. This has allowed these schools to accumulate the kind of severe administrative bloat rarely seen outside of our own federal government. This week, the House Judiciary Subcommittee on Antitrust, Commercial, and Administrative Law held a hearing titled "The Elite Universities Cartel: A History of Anticompetitive Collusion Inflating the Cost of Higher Education." While I do not serve on this subcommittee, as a member of the House Judiciary Committee, I was able to waive on the subcommittee for the purpose of the hearing. Recently, Brown University student Alex Shieh sent over 3,805 emails to non-faculty employees of the university, asking them what they do all day. Rather than responding to Mr. Shieh's inquiry, Brown University chose to initiate disciplinary proceedings against Mr. Shieh. During the hearing, I discussed the letter I sent to Brown University's President urging them to reverse course, and they did just that. I also discussed the primary provisions of my bill, the Endowment Tax Fairness Act, which was included in the One Big Beautiful Bill Act. Now, certain universities' endowment profits face a tax of 21%, the same tax rate corporations pay. Watch my remarks from the hearing on Rumble. Rep. Troy E. Nehls Votes "YES" to Advance Key Bills This week, the U.S. House of Representatives passed multiple pieces of legislation to further amplify President Donald J. Trump’s America First agenda. I proudly voted “YES” to pass the following major bills aimed at boosting American-owned small businesses and eliminating taxpayer spending towards supporting illegal alien business operations: H.R. 2966, the American Entrepreneurs First Act, which would require proof of citizenship to receive benefits from the Small Business Administration (SBA), ensuring that taxpayer dollars support American-owned small businesses and not those owned by illegal aliens. H.R. 2931, the Save SBA from Sanctuary Cities Act, would relocate Small Business Administration (SBA) offices out of sanctuary cities as a means of absolving the unlawful anti-immigration enforcement limitations imposed by said cities. H.R. 2987, the Capping Excessive Awarding of SBLC Entrants (CEASE) Act, would amend policies passed under the Biden Administration and limit the number of small business lending companies at a given time. Lastly, I voted “Yes” to pass H.R. 2483, SUPPORT for Patients and Communities Reauthorization Act, which would reauthorize grants and programs within the Department of Health and Human Services (HHS), to help improve prevention and treatment of substance abuse, as well as provide additional support to first responders and health care providers. It is paramount that we protect U.S. citizens from the drug crisis that was unfortunately exacerbated by the failed policies of the Biden Administration. Aviation Chairman Troy E. Nehls Applauds President Trump's EO Promoting Supersonic Aviation in the U.S. President Donald J. Trump signed an executive order that ensures the United States is the world's leader in supersonic aviation. Since 1973, Federal Aviation Administration (FAA) regulations have hindered innovation in the United States' aviation industry. President Trump's executive order unleashes American innovation in the aviation sector, ensuring we remain competitive against our foreign adversaries. Congress must pass my legislation, the Supersonic Aviation Modernization Act, to codify President Trump's actions immediately to ensure that outdated regulations don't hold back the Golden Age of American air travel. This Week in Texas' 22nd District Rep. Troy E. Nehls Hosts Service Academy Day in Rosenberg, Texas On Saturday, May 31st, I had the pleasure of hosting a Service Academy Event at the Rosenberg Civic Center in Rosenberg, Texas. This event allowed students from across the 22nd Congressional District of Texas to learn more about the process of applying to one of our nation's five service academies. I would like to thank everyone who attended, and I would like to extend a special "thank you" to the representatives from all five service academies who shared so much valuable information. I can proudly say that TX-22 is filled with young Americans who are eager to serve our great country! Rep. Troy E. Nehls Announces the 2025 Congressional App Challenge I am pleased to announce that my office is hosting a 2025 Congressional App Challenge. The Congressional App Challenge (CAC) is a competition designed to encourage student participation in computer science and coding. Students are encouraged to register online and submit their app by October 30, 2025. Officially launched by the U.S. House of Representatives in 2015, this nationwide effort allows students to compete against their peers by creating an application (also known as an “app”) for desktop/PC, web, tablet, mobile, raspberry Pi or other devices. We accept any programming language, such as C, C++, Java, JavaScript, Python, Ruby, or "block code." The Challenge is designed to promote innovation and engagement in computer science. The Congressional App Challenge is open to all middle and high school students in the 22nd Congressional District of Texas. Students entering the competition must submit their app to CongressionalAppChallenge.us during the Competition Submission Period through October 20, 2025, at 12 P.M. Eastern Time. The winner from the 22nd Congressional District, chosen by a panel of expert judges, will be featured on CongressionalAppChallenge.us. The winning app will also be eligible to be on display in the U.S. Capitol, honoring the winners from across the country. Nehls Holds Ceremony for Service Academy Appointees During the Service Academy Day event on Saturday, May 31st, I had the distinct honor to congratulate Service Academy Appointees from the 22nd Congressional District of Texas. In 2024, members of my District Team and members of the board nominated 45 students to various military service academies, including the United States Naval Academy, the United States Air Force Academy, the United States Military Academy West Point, the United States Coast Guard Academy, and the United States Merchant Marine Academy. Of these nominations, 20 students received an appointment from their respective academies. In total, four students were appointed to the United States Naval Academy, seven students were appointed to the United States Military Academy West Point, five students were appointed to the United States Air Force Academy, and three students were appointed to the United States Merchant Marine Academy. This year, one student received appointments from both the United States Naval Academy and the United States Air Force Academy. These bright, young Americans make TX-22 proud!
