The City of Casper (City) will conduct a public meeting at 3 p.m. local time, on July 11, 2025, in the Downstairs Meeting Room, City Hall, 200 N. David Street, Casper, WY. The purpose of the meeting is to allow citizens to review and comment on funding for the following project: North Platte Sanitary Sewer Rehabilitation Phase II Project (NPSS). The project involves design and construction of improvements needed to address severely corroded sections identified in a sewer condition assessment of the NPSS Interceptor.
At the meeting, the City of Casper will present the preliminary design of the proposed project and will discuss the estimated cost of the improvements and the plan for funding the improvements. The City intends to use loan funds from the Wyoming Clean Water State Revolving Fund (CWSRF) administered by the Office of State Lands and Investments (SLIB). The City will provide an overview of the project, financing, and sustainability at the public meeting. Based on current estimates, the City plans to borrow an amount of $2,800,000 from Wyoming’s CWSRF program. Loan repayment will come from user fees, system investment charges, and/or fund reserves. Actual user fee increases have yet to be determined but are estimated to be $1.28/month per user if no reserves are used. The terms of the loan are 1.25% interest rate, and 30 years duration.
