I wanted to take a moment to share with you a recap of what happened last week in Texas' 22nd District and the United States House of Representatives.
Please join me in remembering and honoring the fallen servicemen and women who made the ultimate sacrifice in service to our great nation. This Memorial Day weekend, I ask that you join me and my family in praying for our nation's Gold Star families.

| | This Week in Washington, D.C. | | Rep. Troy E. Nehls Votes "YES" to Pass President Trump's One, Big Beautiful Bill | |
This week, the United States House of Representatives passed H.R. 1, the One Big Beautiful Bill Act. I proudly voted "YES" to pass this legislation!
This America First legislation delivers on our promises to the American people. It makes President Trump’s Tax Cuts permanent, saving the average family in TX-22 $2,423 annually and delivering the largest tax cut in American history. It includes No Tax on Tips and No Tax on Overtime and provides tax relief for our seniors.
The One Big, Beautiful Bill finishes President Trump’s big, beautiful wall, provides the funding for at least one million deportations annually, and empowers our immigration authorities to carry out and fulfill their mission.
With this legislation, we are rooting out waste, fraud, and abuse by kicking off at least 1.4 million illegal aliens from receiving Medicaid, protecting and strengthening the program for our nation’s most vulnerable. This bill unleashes American energy dominance, spurring job growth, and making energy more affordable for American families. It ends the Left’s Green New Scam, saving hardworking taxpayers billions every year.
It invests over $12 billion to modernize our national airspace and antiquated air traffic control system, which is imperative to ensure the flying public's safety.
The One Big, Beautiful Bill secures numerous wins for the American people, all the while delivering the largest deficit reduction in nearly three decades. With the passage of this bill, we are igniting the economy, securing our homeland, unleashing the power of American energy, and ushering the United States into the Golden Age. The Senate must pass this legislation as soon as possible, so that President Trump can sign it into law.
| | Reps. Troy E. Nehls and Don Davis Introduce the De-escalation Drone Pilot Program Act of 2025 | |
I was joined by Congressman Don Davis in introducing the De-escalation Drone Pilot Program Act of 2025, legislation that would establish a pilot program within the Federal Aviation Administration (FAA) to review the potential use of non-lethal de-escalation drones for local, state, and federal law enforcement agencies. The use of non-lethal de-escalation unmanned aircraft would be utilized in situations like active shooter events, which can serve as an alternative to putting officers in the direct line of fire. The bill also requires the FAA to create a process for SWAT teams to request FAA authorization to operate these tools.
The 2018 FAA Reauthorization Act created a broad prohibition on operating unmanned aircraft equipped with a “dangerous weapon” capable of causing “serious bodily injury” in federally regulated airspace. Due to the broadness of this prohibition, SWAT officers are restricted from operating an unmanned aircraft that has a non-lethal weapon affixed. My bill narrowly defines a “non-lethal de-escalation unmanned aircraft” to include only unmanned aircraft equipped with one or more non-lethal weapons that are used by law enforcement personnel in scenarios such as an active shooter event which present significant risk to human life, including the life of law enforcement personnel, captives, uninvolved individuals, the public, or a suspected criminal, and when the suspected criminal is in a position through which they could potentially escalate the situation and expose human life to a high level of risk. The devices used in the pilot program established by my legislation would be required to be made in the United States.
As a former Texas Sheriff and law enforcement officer, I know firsthand the unique situations and unprecedented dangers our law enforcement officers face each and every day to keep our communities safe and to protect the citizens they serve. Our officers need to be equipped with the most effective tools to address conflicts properly, and my legislation does just that.

Senator Ted Budd (R-NC) and I penned an op-ed in the Washington Examiner discussing our legislation, the Supersonic Aviation Modernization (SAM) Act. Our bill directs the Federal Aviation Administration (FAA) to issue or revise regulations, within one year of the legislation's enactment, to allow for the operation of civil aviation aircraft to operate at speeds of Mach 1 or higher without requiring special authorization, so long as no sonic boom reaches the ground within the U.S.

This week, the House Judiciary Committee held a markup to debate and advance five pieces of legislation.
Pieces of legislation advanced by the committee include:

H.R. 1163, the Prove It Act of 2025, which would require federal agencies to analyze the impact of their regulatory action and limit these impacts for small entities by creating a way for small businesses to raise concerns when regulators do not consider both the direct and indirect costs their regulations place on them, allowing small businesses to ask their chief advocate in government to review agencies’ work and make the government prove they are fully compliant with already existing laws. If regulators fail to comply with this review process, then small businesses will be exempt from the agency’s regulations altogether.

H.R. 1605, the Separation of Powers Restoration Act of 2025, which would end an unconstitutional practice of handing unelected government bureaucrats unjustified deference in court

H.R. 3486, the Stop Illegal Reentry Act, which would amend federal law to impose a mandatory minimum sentence of five years for an illegal alien who has multiple convictions, or a conviction for an aggravated felony.

This week, I penned an op-ed in Newsweek, following National Police Week, to highlight the revitalization of the United States Secret Service (USSS) under the leadership of President Donald J. Trump, Department of Homeland Security Secretary Kristi Noem, and USSS Director Sean Curran.
In the first 100 days of President Trump's second term, the Secret Service has seen its recruitment numbers skyrocket by nearly 200 percent. From January 20 to May 1 of 2024, there were approximately 7,000 applicants to the Secret Service. In the same period in 2025, that number spiked to 22,000. It seems evident that more Americans are determined to join now than ever before.

| | Rep. Troy E. Nehls Votes "YES" to Pass Key Legislation | |
The United States House of Representatives passed several pieces of legislation this week, including S.J.Res.13 and S.J.Res.31.
S.J.Res.13 would nullify a rule issued by the Department of the Treasury that revises procedures for reviewing applications for proposed bank mergers, such as removing automatic approvals under an expedited review procedure and by discontinuing streamlined application forms. This Biden-era rule makes it more difficult for small and mid-sized banks to merge and compete. I proudly voted "YES" to pass this resolution, ensuring that smaller institutions have the ability to succeed.
S.J.Res.31 reverses a Biden-era regulation that imposes unnecessary regulatory burdens and increases costs on manufacturers, energy producers, and small businesses. By voting "YES" to pass this resolution, my House Republican colleagues and I stood up for businesses and energy producers who have worked to reduce their emissions while continuing to serve American communities.

Following years of my work in Congress, President Donald J. Trump's National Institutes of Health (NIH) Director, Dr. Jay Bhattacharya, recently announced that the Trump Administration got rid of all the beagle experiments on the NIH campus, putting an end to four decades of taxpayer-funded beagle abuse.

I'm hosting a Service Academy Day on Saturday, May 31, 2025. This event would allow all TX-22 to learn how to attend one of the United States Service Academies.
One of the privileges of serving in the United States House of Representatives is the opportunity to nominate outstanding young people from the 22nd Congressional District of Texas to be considered for appointment to our nation’s service academies.
Admission to a service academy is a two-tiered process. First, the candidate must apply and meet the minimum standards set by the individual academy. Second, the candidate must complete the congressional application to be considered for an interview with the nomination review board in our office. Please note that the ultimate selection of appointees rests solely with academy officials and is based on their competitive evaluation of all nominees.
In addition to staff from my office, representatives from all five academies (U.S. Military Academy, U.S. Naval Academy, U.S. Air Force Academy, U.S. Merchant Marine Academy, and U.S. Coast Guard Academy) and current academy cadets and midshipmen will be on hand to answer questions. Students, parents, and educators will be able to hear from and meet with representatives on a one-on-one basis to become informed about the excellent opportunities associated with attending these premier educational institutions and the careers they generate.
This forum is free; however, pre-registration is required and can be found on my website HERE. It will be held from 10:00 AM to 2:00 PM on Saturday, May 31, 2025, at the Rosenberg Civic Center. Doors will open at 9:30 AM for check-in.

| | Rep. Troy E. Nehls Announces the 2025 Congressional App Challenge | |
I am pleased to announce that my office is hosting a 2025 Congressional App Challenge. The Congressional App Challenge (CAC) is a competition designed to encourage student participation in computer science and coding. Students are encouraged to register online and submit their app by October 30, 2025.
Officially launched by the U.S. House of Representatives in 2015, this nationwide effort allows students to compete against their peers by creating an application (also known as an “app”) for desktop/PC, web, tablet, mobile, raspberry Pi or other devices. We accept any programming language, such as C, C++, Java, JavaScript, Python, Ruby, or "block code." The Challenge is designed to promote innovation and engagement in computer science.
The Congressional App Challenge is open to all middle and high school students in the 22nd Congressional District of Texas. Students entering the competition must submit their app to CongressionalAppChallenge.us during the Competition Submission Period through October 20, 2025, at 12 P.M. Eastern Time.
The winner from the 22nd Congressional District, chosen by a panel of expert judges, will be featured on CongressionalAppChallenge.us. The winning app will also be eligible to be on display in the U.S. Capitol, honoring the winners from across the country.
