Event: Bell County Water Control and Improvement District (WCID) #1 Reduced Water Supply during Critical Project Completion

 To Whom It May Concern,

 We would like to inform you about a planned project by WCID aimed at improving water reliability and enhancing resiliency, which is nearing completion. This project will necessitate a shutdown of a 48-inch water line to make final connections. Since the 48-inch pipe was originally installed in 1975, there have been several main breaks that have resulted in reduced water supply for the approximately 265,000 people served by this system. During this repair, the City of Harker Heights is requiring emergency water conservation from all residents and businesses for the duration of the repairs, which are scheduled for four days.

Overview: There are two primary sources of water lines serving Harker Heights and the surrounding communities. The 48-inch WCID water line being repaired delivers approximately two-thirds of the total water supply to the cities of Killeen, Nolanville, Harker Heights, Copperas Cove, 439 Water Supply Corporation, and Fort Cavazos. The second, smaller line runs from the Belton facility to Nolanville, then Harker Heights, and onto Killeen, Fort Cavazos, and Copperas Cove. This smaller line will supply water during the shutdown. If each community can achieve a 30% reduction in water usage, it is anticipated that this second line will be able to provide the necessary water for services. Our water conservation efforts will directly impact our neighbors downstream.

The cutover is scheduled to last four days, but WCID expects that it may be completed in less time.

We will ask the community to help us achieve a 30% reduction in the following water conservation areas:

  • All landscape water (residents, contractors, units) will be discontinued
  • No construction use of water (dust control, irrigation, fiber boring, etc)
  • No laundry mat services or car washing (private or carwashes)
  • No refilling pools; close splash pads
