The Framers of the Constitution sought to prevent corruption and reduce even the appearance of impropriety in drafting the Foreign Emoluments Clause, which prohibits the president from receiving, among other things, any profit, gain or advantage from foreign governments without the consent of Congress.
President Trump’s plan to accept a Boeing 747 from the Qatari government to be used as Air Force One, and to transfer it to his presidential library after his term, could potentially violate the Constitution, since he seems to have no plans to seek approval from Congress, as would be required by the Constitution if it does fall under the Foreign Emoluments Clause.
This gift also raises concerns about the Qatari government receiving favorable treatment, especially given that at least six officials in Trump's administration have previously done business in or with Qatar.
This scheme sends a dangerous message to other foreign governments who may be looking to curry favor with the Trump administration: that influence with the White House is for sale.
John, Congress has an obligation to conduct bipartisan investigations that strengthen our government and serve the interests of the American people.
