State and Community Energy Programs – Exhibit Design and Fabrication
The Minnesota Department of Commerce (the Department), Division of Energy Resources (the Division) develops grant programs that help promote energy education and outreach at the local level. The Department will award a grant of up to $35,000.00 to carry out energy education and community outreach initiatives detailed below. On behalf of the Division, this request for proposals (RFP) seeks assistance to support promoting energy education and outreach materials for displays and exhibits. This includes the ability to have individual displays that may be portable, exhibits that may contain more than one display, and the Energy Information Center’s (EIC) 2025 Eco Experience State Fair exhibit.
The primary goal of the EIC is to accelerate awareness of high-efficiency and renewable energy technologies and practices that benefit Minnesotans and improve energy affordability and reliability on our pathway to 100% clean electricity by 2040. To do so the Department provides Minnesotans with accurate information they can use in making choices that affect their energy use; provide targeted financial and technical assistance to advance the implementation of energy efficiency and renewable energy technologies; and educate decision makers about best practices in building efficient, safe and durable buildings.

All responses to this RFP need to be submitted through a single responder user account via the grant portal. Applications must be submitted by the deadline of each respective round. Late proposals will not be considered. Instructions and links for submitting bids are detailed in the RFP and attachments.
This request does not obligate the State to complete the work contemplated in this notice. The State reserves the right to cancel this solicitation. All expenses incurred in responding to this notice are solely the responsibility of the responder.
