Sanfratello of the Genesee County Sheriff's Office Honoring Deputy Cailee Campbell of the Oswego County Sheriff’s Office. National Police Week is a time for our country to come together to honor the law enforcement officers who serve, have served, and those who have lost their lives in the line of duty. Each and every day, I work to support our law enforcement officers, but it is especially important this week, I sought to show my appreciation for our nation's police officers through my legislative work and honoring NY-24's fallen on the House Floor. This week, we voted on multiple pieces of legislation that strengthen protections for law enforcement by enhancing data collection on attacks against police, expanding law enforcement's access to firearms that they were trained to use, and broadening the ability of qualified active and retired law enforcement officers to carry concealed firearms. I also introduced the Local Law Enforcement Protection Act to protect qualified immunity for police officers serving at the state and local levels nationwide. Police officers who put their lives on the line every day should be able to do their jobs without the constant threat of senseless lawsuits. In honor of the memory of Sergeant Thomas A. Sanfratello and Deputy Cailee Campbell, who gave their lives in service to our community, I shared remarks about their service on the House Floor. Sergeant Thomas A. Sanfratello of the Genesee County Sheriff's Office served his beloved community as a police officer for 32 years, was twice recognized as officer of the year, and was heavily involved with the New York State Sheriffs Association, Stop DWI, and Shop with a Cop. He was tragically killed while responding to a call in the early hours of March 10, 2024. Deputy Cailee Campbell began her career in law enforcement with the Onondaga County Sheriff's Office as a corrections officer before attending the Syracuse Police Academy. In April 2023, she joined the Oswego County Sheriff's Office as a patrol deputy. On September 25, 2024, she was tragically struck in a T-bone collision and later succumbed to her injuries. Their bravery and sacrifice will never be forgotten, and we remain forever indebted to them. On behalf of the people of New York's 24th Congressional District, we offer our deepest gratitude and heartfelt condolences to their families, friends, and loved ones. Moving Forward with President Trump's One Big Beautiful Bill This week, following a marathon markup, the House Ways and Means Committee voted to advance our portion of the One, Big, Beautiful Bill to deliver on President Trump’s America First agenda. This landmark legislation makes several aspects of the 2017 Trump Tax Cuts permanent, including reduced tax rates for individuals and families, the doubled standard deduction, and the doubled child tax credit. Not only did we extend this tax relief for families and prevent a 25% tax hike on taxpayers in NY-24, but we also made permanent the 199A Small Business Deduction that was set to expire at the end of 2025, protecting 40,720 small businesses in NY-24 from being hit with a 43.4% tax rate. While this legislation did not include all of my initiatives, including the New Markets Tax Credit, Technology for Energy Security Act, BASIC Act, Susan Muffley Act, the High-Quality Charter Schools Act and various other legislative priorities, this bill ensures that American families, workers, and businesses do not face the largest tax hike in history in the history of our country. House Republicans are moving ahead with President Trump’s One, Big, Beautiful bill, working to solidify the promises we made to the American people by strengthening our economy and providing direct tax relief to families, farmers, and small businesses in rural America. Highlights of this portion of the One, Big, Beautiful Bill include language to: Make the 2017 Trump Tax Cuts permanent, preventing a 25% tax hike on taxpayers in NY-24 Renew and make permanent the 199A small business deduction critical for the success of Main Street Save the average American family $1,700, the equivalent of 9 weeks of groceries Establish Savings Accounts for newborns Repeal the 1099-K gig worker, which would require Venmo, PayPal, and gig transactions over $600 to be reported to the IRS Enhance the Opportunity Zone program to create over $100 billion in new investments in 10 years Delivers on President Trump’s promise of no tax on tips and no tax on overtime Create 6 million jobs for American workers Extend and expand the doubled Death Tax Exemption for 2 million family-owned farms Terminate the tax-exempt status of terrorist-supporting organizations Protecting Second Amendment Rights for New Yorkers The Second Amendment is not a suggestion; it is a Constitutional guarantee. Yet Albany Democrats have orchestrated an all-out assault on our Second Amendment rights by enacting and enforcing a sweeping regime of laws that strip law-abiding citizens of their firearms. This week, I sent a letter to U.S. Attorney General Pam Bondi calling on the Department of Justice to swiftly investigate New York’s unconstitutional gun laws and uphold New Yorkers’ Second Amendment rights. I will continue working with the Trump administration to defend this Constitutional Right for all law-abiding citizens. READ MORE: Tenney, Stefanik Call on DOJ to Investigate NY Gun Laws Supporting Local Restaurants, Bars, and Breweries with the CHEERS Act Local bars and restaurants are at the heart of our country’s Main Street economy, and this rings true for Upstate New York. This is why I introduced the Hospitality Economic Enhancement for Restaurants and Servers (CHEERS) Act to support the beer industry by providing incentives to expand tap lines and keg equipment on commercial properties, supporting growth in our local hospitality and brewing industries. New York’s 24th Congressional District benefits from over 5,327 jobs in the beer industry, including 488 brewing jobs, 354 distributing jobs, 2,030 retail jobs, 288 agriculture jobs, and 298 manufacturing jobs, creating $367.7 million in wages and benefits. By providing targeted tax relief, this legislation will empower our bars and restaurants to expand, keep, and retain staff, and continue serving the best beer in New York. I will continue to stand with our small businesses and restaurants to keep the spirit of Main Street alive and thriving. As your representative in Congress, my top priority is championing legislative initiatives that benefit you and your families. Each week, I review numerous bills and letters, engaging in thorough discussions with members of our community to determine which actions to support and address your needs. Below are a few bills I recently cosponsored. H.R. 3070, the Canadian Snowbird Act: This bill extends the duration that Canadian citizens who own or lease a residence in the United States may stay, from 182 days to 240 days annually. Canadian residents contribute billions of dollars each year to our tourism, small businesses, and local economies, especially in NY-24. By allowing more time for Canadians to visit the U.S., we will establish a greater economic partnership and help our local communities thrive. H.R. 3208, the No Official Palestine Entry (NOPE) Act: This bill limits federal funds to the United Nations (UN) and any other organizations that provide any status, rights, or privileges beyond “observer status” to the Palestine Liberation Organization (PLO). This legislation aims to align with our national security priorities and collaborate with the Trump administration to prevent the wasteful expenditure of taxpayer dollars. As the PLO continues to promote antisemitism and incite terrorism in the region, this bill seeks to safeguard taxpayer dollars going to corrupt organizations. H.R.3129, the Police Officers Protecting Children Act: This bill would amend the U.S. Code to allow certain law enforcement officers and qualified retired law enforcement officers to carry concealed firearms in school zones. Our law enforcement officers are trained to prioritize the safety of the community and are highly qualified to own and carry firearms. Schools often utilize retired law enforcement and this legislation ensures the protection of our children. Transparency in Congress and a well-informed electorate are vital to preserving our self-governing Constitutional Republic. My constituents deserve to know how their members of Congress vote, which is why I have explained every vote I have cast in Congress since I was first elected. Tuesday, May 13 I voted “Yes” on H.Con.Res. 30, Expressing support for local law enforcement officers. Our law enforcement officers put their lives on the line to defend our communities and keep us safe. I will always back the blue and support our law enforcement officers for their service to our communities. This resolution sends a clear message to state and local officials that the House of Representatives stands by our local law enforcement officers and honors the memory of the officers that have fallen in the line of duty. This resolution passed the House by a vote of 411- 1. I voted “Yes” on H.R. 249, To redesignate certain facilities at Paterson Great Falls National Historical Park in honor of Congressman Bill Pascrell, Jr. Former Rep. Bill Pascrell, Jr. represented New Jersey in the U.S. House of Representatives from 1997 until his death in 2024. He served alongside me on the House Ways and Means Committee, and although we didn’t see eye to eye on most issues, I applaud his extraordinary and enduring commitment to public service. This bill passed by a vote of 362-50, with two members voting present. Wednesday, May 14 I voted “Yes” on H.R. 2215, the Salem Maritime National Historical Park Redesignation and Boundary Study Act. This bill redesignates the Salem Maritime National Historic Site as the “Salem Maritime National Historical Park.” It would also require the National Park Service (NPS) to conduct a boundary study of sites and resources associated with maritime history, military history, and coastal defense in the Salem area to assess the suitability and feasibility of adding these sites to the boundary of the renamed National Historical Park. This bill passed by a vote of 382-31. I voted “Yes” on H.R. 2243, the LEOSA Reform Act. Our law enforcement officers work to keep our communities safe, both when on-duty and off-duty. The LEOSA Reform Act allows qualified active and retired law enforcement officers to carry concealed firearms in areas where concealed carry is traditionally prohibited, such as national parks and federal facilities. Law enforcement officers have proven their trustworthiness and ability to keep our communities safe and should not be unnecessarily restricted from carrying a concealed weapon that could be used to save lives. H.R. 2243 passed the House by a vote of 229-193. Thursday, May 15 I voted “Yes” on H.Res. 352, Calling on elected officials and civil society leaders to counter antisemitism and educate the public on the contributions of the Jewish American community. Over the last few years, anti-Semitism has dramatically risen across the country, particularly at college campuses. This important resolution calls on all elected officials and civil society leaders to condemn anti-Semitism and work to ensure the safety and security of Jewish communities. H.Res. 352 passed the House by a vote of 421-1. I voted “Yes” on H.R. 2255 the Federal Law Enforcement Officer Service Weapon Purchase Act. Under current practice, federal law enforcement agencies needlessly destroy service weapons after they are retired from official use, at a cost to taxpayers. This bill allows law enforcement officers to purchase their service weapon after the weapon is officially retired, which not only saves taxpayers the cost of salvaging the weapon but brings in revenue. In addition to creating a revenue source, this commonsense bill also provides our law enforcement officers with a way of protecting themselves and their families with a tool that they already have extensive training with. This bill passed the House by a vote of 234-182. I voted “Yes” on H.R. 2240, Improving Law Enforcement Officer Safety and Wellness Through Data Act. Law enforcement officers across the United States face increasing threats and violence due to the radical “defund and demoralize the police” movement. However, we currently lack sufficient data to determine the best methods to address the physical and mental impacts of this violence on our law enforcement officers. H.R. 2240 will require the U.S. Department of Justice to develop reports related to violent attacks on law enforcement, the efficacy of current data collection, and the efficacy of existing programs to support law enforcement officers. This commonsense bill will improve our ability to support law enforcement officers and ensure they have every tool necessary to protect our communities. Thank You to the NYFB for the Friend of the Farm Award Thank you to the New York Farm Bureau for awarding me the Friend of the Farm Award. It was a pleasure to meet with NYFB Vice President Kime Skellie, Yates County Farm Bureau President John Kriese, and other farmers at Tomion’s Farm in Yates County to speak on issues surrounding agriculture and farmers, and to receive this prestigious award. Farmers are the backbone of NY-24 and make this district the number one agricultural district in the Northeast. I will continue to be a tenacious advocate for our agriculture community. Celebrating the Grand Opening of Corsair's Cove Our team visited the Hotel Canandaigua last week for the grand ribbon cutting of Corsair’s Cove. Situated alongside one of the beautiful Finger Lakes, Corsair’s Cove, is now open to serve amazing local dishes with a pirate flair that is fun for all ages. Congratulations and best wishes for a successful future. Expanding the Oswego County Regional Police Academy Last week, we joined Sheriff Hilton, local law enforcement, and other officials to officially open the Oswego County Regional Police Academy at the Cayuga County Community College Fulton Campus. This academy will enhance the training capability of our law enforcement within the area and be able to provide training closer to the area. We welcome this opportunity to bring more resources and safety to the community! A Casework Success Story! A 93-year-old constituent needed a new septic system but was unable to afford the cost. Our office contacted local agencies to help find assistance for the constituent. After connecting the constituent with the U.S. Department of Agriculture Rural Development (USDA-RD), they were able to guide her to apply for a USDA program that provided $10,000 to help fix her septic system, lifting a significant burden to her and her family: "[Your staff] was extremely responsive and communicated to me each step she was taking to resolve this issue for me. I felt she really understood my problem and was compassionate and understanding of the stress this was causing me. I appreciate her very much.
