Washington, D.C. | www.mpac.org ([link removed]) | May 9, 2025 — The Muslim Public Affairs Council (MPAC) is deeply concerned with the ongoing repression of the Kashmiri people and the Modi government’s expanding campaign to silence, displace, and erase Muslims across India and beyond. What began as a brutal military occupation of Kashmir has evolved into a broader ideological project, one that uses state power, digital censorship, and even cross-border aggression to advance a dangerous, ethno-nationalist agenda.
For decades, Kashmiris have lived under siege. Stripped of political autonomy, subjected to military lockdowns, and silenced through mass arrests and surveillance, the people of Kashmir continue to suffer under an oppressive regime that treats dissent as terrorism and identity as a threat. Since the revocation of Article 370, India’s government has intensified its clampdown, silencing journalists, detaining minors, shuttering mosques, and erasing any form of resistance from the public sphere.
But the repression is no longer limited to just the borders of Kashmir. It has evolved into an ideological assault, targeting Muslims across India and beyond. The Modi government’s decision to ban the Instagram account “Muslim,” which had over six million followers worldwide, is representative of this dangerous trend. With no explanation provided, the ban reveals a broader effort to criminalize Muslim identity and censor digital spaces where Muslims find community, representation, and solidarity.
These authoritarian tactics are now spilling beyond India’s borders. Recent reports of India’s attack on Pakistan mark a disturbing escalation in regional tensions. The strikes followed the April 22 terrorist attack in Indian-occupied Kashmir, where at least 26 people, most of them Indian tourists, were killed. Rather than pursuing diplomacy or mutual de-escalation, India’s leadership is resorting to aggression, working to further destabilize Pakistan. These actions risk igniting a wider conflict and dragging millions into the consequences of reckless political ambition.
MPAC calls on the current Trump Administration to support de-escalation in this moment of crisis. The United States must use its influence to reduce tensions between India and Pakistan, push for the protection of civil liberties in Kashmir, and make clear that the censorship and persecution of Muslims is unacceptable.
Democracy cannot coexist with the unchecked rise of religious nationalism. The Modi government’s repression is not only a threat to Muslims but a threat to the values of pluralism, justice, and human dignity that we must defend at home and abroad.
