This week marks 100 days of President Trump back in the White House. Since Trump has come back into office, he has kept his promises to secure our border. As the chairman of the House Committee on Homeland Security Subcommittee on Border Security and Enforcement, I am honored to work alongside the president to secure our border. Securing the border and protecting Americans is our top priority. The Republican-led Congress will be working with President Trump to pass legislation that makes our borders secure and our country safe. ImageReconciliation and Trump’s 100 Days

The Committee on Homeland Security held a budget reconciliation markup this week. The Biden-Harris border crisis is finally under control, though we will be working to undo the consequences for years. Illegal crossings at the Southwest border in March plummeted 95% from the previous March. However, the success at our borders will be short-lived if we don’t provide the necessary resources to fund President Trump’s agenda and help CBP fulfill its border security mission. Reconciliation Process Update

As Congress continues working through the budget reconciliation process I wanted to provide you with information about the process that we will be using to honor the campaign promises we made to the American people.

What is “reconciliation”?

Reconciliation is a tool – a special process – that makes legislation easier to pass in the Senate.

How is it different from a regular bill?

Instead of needing 60 votes, a reconciliation bill only needs a simple majority in the Senate.

Reconciliation starts with the congressional budget resolution. The budget cannot be stalled in the Senate by filibuster, and it does not need the President’s signature. If the budget calls for reconciliation, it tells certain committees to change spending, revenues, deficits, or the debt limit by specific amounts. Each committee writes a bill to achieve its target, and if more than one committee is told to act, the Budget Committee puts the bills together into one big bill.

Why not use it for everything?

Other special rules, which are designed to protect the rights of the minority party, apply to reconciliation bills. Only policies that change spending or revenues can be included. Senate debate time is limited, and only certain kinds of amendments can be offered. For example, the Social Security program cannot be changed in reconciliation.
