Donald Trump and Elon Musk are weaponizing artificial intelligence (AI) systems to attack our communities and our democracy.
In February, Musk’s so-called “Department Of Government Efficiency” (DOGE) outlined an “AI-first strategy” plan to disrupt the federal government. According to recent reports, DOGE has employed AI to spy on federal employees and monitor their communications for anti-Trump sentiment and any mention of diversity, equity, and inclusion as Trump and Musk seek to further gut critical federal agencies.
Color Of Change believes technology should be a tool for justice, not a weapon of oppression against the most vulnerable. This means that governments at every level must mobilize to promote equal access to, representation in, and agency over technology for all communities.
Our revamped Black Tech Agenda is a detailed policy roadmap that demands clear rules for how AI should and shouldn’t be used, with a call for real consequences in federal and state regulation. It outlines the steps we must take to protect our civil rights today and build real economic power for our communities tomorrow. Technology now shapes every part of our lives, from getting jobs and healthcare to accessing education and banking. But instead of lifting up Black communities, these systems too often discriminate against us.
AI learns from and repeats the same biases that have historically discriminated against Black people. Now, it’s being used to threaten our access to federal employment — which has provided opportunity and advancement to Black Americans as one the first national workforces to be integrated, with greater safeguards against discriminatory firing practices than the private sector. While 14% of the entire U.S. population is Black, we represent about 18% of the federal workforce.
Color Of Change has long been fighting to ensure that technology and AI systems designed by Big Tech help rather than harm Black communities. Without critical examination and intentional regulation, artificial intelligence will keep pushing Black people out of opportunities and perpetuate inequity.
