Countless facilities across the country that are regulated by the U.S. Department of Agriculture and meant to provide the very basic standards of care under the Animal Welfare Act are failing the animals in their care without consequences. Pregnant animals are being denied proper nutrition and veterinary care. Businesses like petting zoos that exploit wild animals for profit are allowing those animals to suffer from easily treatable conditions or be cruelly mishandled by the public. Animals in laboratories are subjected to painful and distressing tests without the benefit of pain medication.

That’s the reality, friend: Animal cruelty is baked into many systems and business models. But it doesn’t have to be this way. The Better CARE for Animals Act will strengthen multi-agency collaboration to better enforce the Animal Welfare Act, finally holding puppy mills, roadside zoos and research facilities accountable for violating the law. Holding these facilities accountable for the suffering they inflict on animals is one of the ways we are tackling the root causes of animal cruelty and abuse and working to end animal cruelty at the source.
