LCB Action: Two Cannabis-Related Rule Filings – Final Rules Adopted for the transfer of authority for accreditation of cannabis testing laboratories (2SHB 2151) and Supplemental Proposed Rules for Minors on Non-Retail Cannabis Premises
On April 23, 2025, during its regularly scheduled meeting the Liquor and Cannabis Board (LCB) took the following actions:
1. Final rules filed (CR-103P) for the transfer of authority for accreditation of cannabis testing laboratories (implementing 2SHB2151):
The Board approved final rule language to amend four sections and repeal two sections in chapter 314-55 WAC to implement Second Substitute House Bill (2SHB) 2151 (chapter 69, Laws of 2024) and House Bill (HB) 1859 (chapter 135, Laws of 2022). These amendments take effect May 24, 2025.
2. Supplemental proposed rules filed (CR 102) for Minors on Non-Retail Cannabis Premises: Public comment period now open
The Board approved a rule proposal (CR 102) to amend WAC 314-55-096 related to allowing minors on non-retail cannabis premises. This is a Supplemental CR 102 reflecting changes made to a CR 102 filed on Jan. 15, 2025 under WSR 25-03-081. Public comment is open until the public hearing scheduled for June 5, 2025.
