Andrew Garbarino (R-NY) would address recreational vessel operator training by requiring a federal study and report to Congress. According to the U.S. Coast Guard (USCG), boat operators who did not receive boating safety instruction were involved in 75 percent of fatal recreational boating accidents in 2023. Rep. Garbarino on April 9 sponsored the Brianna Lieneck Boating Safety Act of 2025, H.R. 2772, to direct the USCG to study and submit to Congress a report on recreational vessel operator education and training toward improving boating safety and reducing the number of boating accidents that occur due to untrained boat operators. 'Many Long Islanders spend their summers enjoying boating and other water activities, but if we don’t proactively prioritize safety, that’s when tragedies, like the one that befell the Lieneck family, happen,' said Rep. Garbarino. 'This legislation would help eliminate these incidents and keep boaters on Long Island and around the country safe through education and training programs.' H.R. 2772 is named in honor of an 11-year-old girl from Long Island, N.Y., who was killed in a boating accident in August 2005 when a 25-foot boat collided with the boat she and her family were in off the coast of Bay Shore. WHAT'S NEW IN NY-02 Long Island Future Soldiers Honored at Swearing-In Ceremony This week, the Suffolk Company of the New York City Recruiting Battalion hosted the Long Island Future Soldier Ceremony at the Suffolk County Executive Office in Hauppauge. The ceremony recognized and celebrated young men and women from across Long Island who have committed to serving in the U.S. Armed Forces. Future Soldiers were officially sworn in, and families and community partners were thanked for their support and encouragement. Andrew is committed to supporting servicemembers, veterans, and military families—and proudly recognizes the courage and sacrifice of those preparing to wear the uniform. Free Cardiac Screenings Available for EMS Personnel During EMS Week During EMS Week (May 18–24), Catholic Health Services will be offering free cardiac screenings for eligible EMS personnel. This simple, non-invasive test—a coronary calcium score scan—can help detect coronary artery disease before symptoms appear or a heart attack occurs. Andrew is encouraging EMS personnel in NY-02 to take advantage of this potentially life-saving opportunity and help spread the word to colleagues across Long Island. CASEWORK HIGHLIGHT: Resolving Delayed Tax Refund A constituent recently contacted Andrew’s office after experiencing a significant delay in receiving their 2023 tax refund. Andrew’s casework team reached out to the IRS on their behalf and successfully resolved the issue. The refund, which included interest, was subsequently deposited. Andrew remains committed to assisting constituents with federal agencies and ensuring they receive the services and benefits they are owed. KEEPING UP WITH CONGRESS Andrew Fights to Safeguard Medicaid Benefits This week, Andrew called on House leadership to safeguard Medicaid benefits, saying in a letter cosigned by a dozen Republican Members, “we cannot and will not support a final reconciliation bill that includes any reduction in Medicaid coverage for vulnerable populations.” The letter recognized the need for reform to ensure Medicaid can be a strong and long-lasting program for years to come, but asserted that the focus should remain on targeted reforms to improve program integrity, reduce improper payments, and modernize delivery systems—not reducing benefits for those the program was intended to help. Andrew remains committed to preserving Medicaid and prioritizing care for our nation’s most vulnerable populations. Andrew Reminds Long Islanders of May 7th REAL ID Deadline Starting May 7, 2025, the Department of Homeland Security will require U.S. travelers to be REAL ID compliant to board domestic flights and enter certain federal facilities. Andrew is reminding NY-02 residents to check their identification ahead of the federal deadline to avoid travel disruptions. Those who do not have a REAL ID will need to present a valid U.S. passport—even for domestic travel. REAL IDs can also serve as proof of U.S. citizenship. Andrew Reintroduces Boating Safety Bill In Honor of Brianna Lieneck Andrew recently reintroduced the Brianna Lieneck Boating Safety Act, named in honor of an 11-year-old Long Islander tragically killed in a 2005 boating accident. The legislation directs the U.S. Coast Guard to study and report on recreational boating education programs to improve safety and reduce accidents caused by untrained operators. “According to the Coast Guard, boat operators who did not receive boating safety instruction were involved in 75% of fatal recreational boating accidents in 2023,” Andrew said in a statement. “This legislation would help eliminate these incidents and keep boaters on Long Island and around the country safe through education and training programs.” Learn more here.
