To President Nayib Bukele and President Donald J. Trump:
We, the undersigned advocates for human rights and the rule of law, write to
demand justice for Kilmar Abrego Garcia. Mr. Abrego Garcia, a longtime Maryland
resident and father, was forcibly and unlawfully deported to El Salvador despite
a U.S. court order that he remain in the United States. He now languishes in a
Salvadoran prison in direct violation of that court’s ruling. This egregious
breach of due process is not just an error—it is an affront to the Constitutional
rights that underpin both our nations’ justice systems. This petition explicitly
demands that Kilmar Abrego Garcia be returned to his family immediately, and we
emphasize that the actions taken against him threaten everyone’s constitutional

Your administrations’ refusal to comply with a federal judge’s order (upheld by
the U.S. Supreme Court) sets a dangerous precedent. Ignoring a lawful court
mandate undermines the rule of law and the separation of powers. If executive
authorities can defy judicial orders and exile a legal resident with impunity,
then no resident—or citizen—is safe from arbitrary removal. In other words,
everyone’s constitutional protections are at risk when the judiciary’s authority
can be flouted. This is a matter of grave institutional importance: the very
credibility of our courts and the principle that no one is above the law are
being tested by this case.

Kilmar Abrego Garcia’s situation is not an isolated incident. Hundreds of others
have reportedly been deported without due process under a secretive arrangement,

United States, to uphold your constitutional obligations. Comply with the court’s
directive and facilitate Mr. Abrego Garcia’s safe return to his family in
Maryland at once. Doing so will affirm that the rule of law prevails over any
political or bureaucratic misstep. Failing to act not only prolongs the injustice
against one man and his family, but also erodes public trust in government and
weakens our democracy’s foundations.
We urge you to remember your duty to protect due process and human rights. By
righting this wrong, you will reinforce the principle that justice applies
equally to all and that court orders are to be respected by all branches of
government. Our Constitutional safeguards must be honored, and the integrity of
our legal system must be preserved. We therefore insist — in the strongest legal
terms — that you return Kilmar Abrego Garcia to his family without further delay.
This action will not only reunite a family torn apart but also send a resounding
message that constitutional rights and the rule of law still mean something in El
Salvador and the United States alike.
In the name of justice and the Constitution we all uphold, we expect immediate
action. Silence or inaction in the face of a court order is unacceptable. The
world is watching for your leadership in this pivotal moment. Stand up for the
rule of law, honor the court’s decision, and restore Mr. Abrego Garcia’s freedom.
