On Tuesday, April 15, the Board of Island County Commissioners adopted a 12-month emergency moratorium [ [link removed] ], effective immediately, on development in the Mixed-Use Rural Areas of more Intensive rural Development (RAIDs) zones of Rural Center, Rural Village, and Camano Gateway Village. The moratorium includes the acceptance, processing, review, or issuance of any land use or building application or permit for any construction, use change, or land divisions. There are a few exceptions to the moratorium, outlined on page 4 of the ordinance.
Island County is currently conducting a periodic update of its Comprehensive Plan, which requires counties to “plan for and accommodate housing affordable to all economic segments of the population of this state, promote a variety of residential densities and housing types, and encourage preservation of existing housing stock” (RCW 36.70A.020(4)). In order to meet the housing allocation outlined by the state and preserve capacity in our RAIDs for new dense housing types, Island County adopted this emergency moratorium (under RCW 36.70A.390) to allow staff time to develop updates to the Comprehensive Plan and Development Regulations.
A public hearing will be held (consistent with RCW 36.70A.020(4)) within 60-days of the adoption of this moratorium; the date of this public hearing will be announced once confirmed with the Board.
