Dear Friend,
The right of citizens to vote is a foundational principle of the United States, and that right must be protected at all costs.
Over the past few years, millions of illegal aliens have flooded into our country. Some have even been issued Social Security numbers, driver’s licenses, and even welfare benefits.
This has led to discoveries in states like Virginia, Ohio, Pennsylvania, Oregon, and others – where thousands of noncitizens have appeared on voter rolls, and in some cases, even cast ballots.
One illegal vote cancels out the legal vote of an American citizen.
Last month, President Trump signed an executive order requiring proof of citizenship when registering to vote. And this week, House Republicans took steps to enshrine this commonsense safeguard in law by passing the Safeguard American Voter Eligibility Act, or SAVE Act for short.
Right now, our system relies on an “honor system,” where applicants simply check a box attesting that they are U.S. citizens and eligible to vote. This makes it easy for illegal aliens to register and vote – even though it violates state and federal laws.
Even worse, far-left cities like New York and other liberal jurisdictions are actively pushing to allow foreigners to vote in their elections.
The SAVE Act is very simple. It requires proof of citizenship in person when registering to vote, gives states the tools to remove non-US citizens from their voter rolls, and penalizes officials who knowingly register foreign nationals.
The bill allows for a wide range of documents to prove citizenship, including a U.S. passport, military identification card, or a REAL ID that indicates citizenship status. Voters can also use a valid government-issued photo ID paired with a birth certificate, a hospital record of birth, a naturalization certificate, or a similar document.
For the small percentage of individuals whose documentation may not reflect a name change, such as after marriage, the SAVE Act directs states to establish a process that ensures these Americans can still register to vote and includes a variety of acceptable documents to prove citizenship. You can read a fact sheet about the bill here.
Of course, many of my Democrat colleagues are already crying “voter suppression.” We heard the same rhetoric when I served in the Wisconsin Legislature and passed Voter ID laws, but after those laws went into effect, there has not been a decrease in voting. We also saw the same results in Georgia, despite Democrat fearmongering. This even forced the liberal Washington Post to admit voting increased after election integrity measures were enacted.
That’s why yesterday four Democrats had the backbone to join us in passing the SAVE Act. Unfortunately, 208 others voted against it. You can view the vote here.
It’s obvious that they want people who aren’t U.S. citizens to vote in U.S. elections. I won’t let that happen. American elections should be decided by Americans.
Thanks again for kicking off your weekend with us. We’ll be back in two weeks with more updates. Until then, I wish you and your family a joyful Easter as we celebrate the reason for this season – the resurrection of Jesus Christ.
Sincerely,
Tom Tiffany Member of Congress

Winning on wolf delisting
We have some fantastic news coming out of the Natural Resources Committee this week. On Wednesday, we passed my bill removing the grey wolf from the federal endangered species list, the Pet and Livestock Protection Act, out of committee. It now heads to the House floor for a vote. As everyone in Wisconsin knows, the gray wolf has recovered, and it’s long past time we empowered Wisconsin – and every other state – to manage their own wolf populations. In fact, the gray wolf has been the latest Endangered Species Act recovery success story, with significant populations in the Rocky Mountains and the western Great Lakes, and it should be celebrated as such. The federal wolf recovery goal for the Western Great Lakes region was to achieve a combined population of 100 wolves in Wisconsin and Michigan. This goal was met in the winter of 1999-2000, and the combined population is now over 4,000 in Michigan, Minnesota, and Wisconsin. Despite this fact, activist judges have stopped both the Obama and Trump administrations from delisting them. This bill is necessary to stop populations from bouncing back and forth between being listed and delisted. I look forward to passing the Pet and Livestock Protection Act out of the House soon and sending it over to the Senate, where Senator Ron Johnson introduced companion legislation last week.
Standing up for U.S. sovereignty
Regular Telegram readers know I’ve been working to defend America from the ever-expanding tentacles of corrupt globalist organizations. Last Congress, I was able to get my legislation to stop the scandal-plagued World Health Organization from imposing any sort of “pandemic treaty” on America through the House of Representatives. I’ve also targeted the antisemitic and terrorist-friendly United Nations by calling for a halt to all American contributions to the UN. This week, I went one step further by introducing legislation to withdraw the United States from the sovereignty-trampling World Trade Organization (WTO). For too long, the WTO has overlooked Communist China’s unfair trade practices and human rights abuses, hurt American farmers and manufacturers, and eroded our national sovereignty. It’s a problem President Trump recently spoke about, and one we urgently need to solve. After all, American trade policies should be controlled by American officials who are elected by American voters and accountable to American workers – not dictated by unelected international bureaucrats in Geneva. You can read more about my efforts here.
Fighting for farmers
President Trump is working hard to level the trade playing field by taking aim at countries who have unfairly closed their markets to American farmers – some of whom have slapped tariffs as high as 298% on things like our second-to-none, Made in the U.S.A. milk, cheese, and butter. At the same time, the Trump administration is working aggressively to open new export markets for American producers, with Agriculture Secretary Brooke Rollins announcing plans for several trade missions in the coming months. This week, I thanked Secretary Rollins for her work on behalf of farmers. I also asked her to personally visit Taiwan as part of this broader trade promotion push. Taiwan is a longtime U.S. ally with a strong and developed economy, making it an ideal market for our top-notch American farm products. You can read the letter that I sent to Secretary Rollins with my colleague Rep. Andy Ogles (TN-05) here.
Protecting YOUR voice
Since taking office the second time, activist judges have issued more than 28 nationwide injunctions against the commonsense policies of the Trump administration. These dubious court orders have halted or delayed a number of key White House policy initiatives – from removing criminal illegal aliens from our streets and ending unfair “Diversity, Equity, and Inclusion” programs and discriminatory race-based preferences to efforts designed to root out government waste, fraud, and abuse. In fact, in February and March alone, rogue judges issued injunctions at 36 times the rate that former President Biden faced during his first three years in office. As I mentioned in last week’s Telegram, all options are on the table to stop this abuse of power, and this week House Republicans took action by passing the No Rogue Rulings Act. This bill will prevent a single lower court judge from issuing nationwide injunctions that derail the president’s agenda. Instead, they would only apply to the specified parties in a case. On November 5th, the American people voted for President Trump, and this bill will allow him – and any future president – to implement the agenda they were democratically elected to carry out.
Committee Update
Judiciary
“Sanctuary” policies make America less safe
This week, the Judiciary Subcommittee on Immigration held a hearing regarding the catastrophic effects of so-called “sanctuary” policies. Telegram readers know that for years, several local cities and counties across the nation have defied federal law by adopting these dangerous policies, which explicitly block law enforcement officers from cooperating with federal immigration authorities. For example, just last year, the Prairie du Chien Policy Department arrested illegal Venezuelan migrant Alejandro Coronel Zarate for domestic violence, sexual assault, child abuse, and strangulation. The worst part? He was previously detained in Minneapolis and had a warrant out for his arrest in Dane County – both of which are classified as “non-cooperative” jurisdictions by the Department of Homeland Security. Sanctuary cities aren’t just harmful to those who live within them. They also put every community across the country at risk, since those who illegally crossed our national borders rarely stay within the city limits. Here's the bottom line: Jurisdictions that violate federal law shouldn’t receive a single dime of federal money. This is why I sent a letter a few weeks ago to the Department of Government Efficiency (DOGE) proposing that federal agencies relocate their offices out of “sanctuary jurisdictions” like Dane County and into other communities around the state that comply with the law.

Beware of pig butchering
The relationship scam of "pig butchering" has significantly affected Wisconsinites, and I want to bring it to everyone's attention. Unfortunately, our Wisconsin nice nature has made us a target for dishonest individuals, cybercriminals, and hackers. This scam typically preys on our natural tendency to connect and build friendships with strangers online. Once these con artists earn their victims' trust, the "butchering" phase begins. Victims often feel compelled to send money, sometimes losing their entire life savings, only for the perpetrator to block them and cease all communication. It is estimated that victims around the world have lost more than $75 billion to this scam. In today's fast-paced world of instant messaging, it's easy to form bonds with strangers. However, it's crucial to remember that you should never send them money or personal security information. If you or anyone you know is receiving these scam messages or communicating with one of these "pig butchers," please visit the Wisconsin Department of Financial Institutions Division of Securities complaint page. Additionally, if you fear falling victim to a scam, you can verify if it's listed in the Division of Securities Investment Scam Tracker.

Photo of the week
The pileated woodpecker is North America’s largest woodpecker and known for its red crown. Pileated woodpeckers do not typically migrate and stay in Wisconsin year-around. This specific photo was taken at a backyard bird feeder in St. Croix County. If you have a picture you would like to submit as a photo of the week for the Telegram, please send it to [email protected] with your name and location.
