OpenRAN ACT

I introduced the bipartisan Open RAN (Radio Access Networks) Outreach Act, which provides greater federal support for small telecommunications companies in rural and disadvantaged communities. The shift to Open RAN technology enhances national security by reducing reliance on foreign-made equipment and boosts American manufacturing and fosters innovation in 5G. By providing technical assistance and outreach to small telecom providers, especially in rural areas like Louisiana, this bill opens the door to a more secure, diverse, and competitive wireless network landscape. Social Security Fairness Act Implemented

I’m proud to announce that public servants impacted by harmful Windfall Elimination Provision (WEP) and Government Pension Offset (GPO) provisions are now receiving their overdue benefit payments! I’ve been fighting for this since before I was elected to Congress, was an original cosponsor of the Social Security Fairness Act, mobilized the Congressional Black Caucus to sign the discharge petition that forced a vote on the House Floor, and had the honor of standing alongside President Biden when it was signed into law. This is a win for our teachers, police officers, firefighters, and all public servants. Learn if you qualify here.

Securing the Cities Improvement Act Passes House

My bipartisan bill H.R. 1374, the Securing the Cities Improvement Act, recently passed in the U.S. House of Representatives. The bill enhances the Department of Homeland Security’s (DHS) Securing the Cities (STC) program, which seeks to reduce the risk of terrorist attacks in high-risk urban areas, including New Orleans. Following the New Year's Day tragedy that took place on Bourbon Street, this measure is more important than ever. I look forward to Senate passage and having this bill signed into law by the President. Learn more here.

FISCAL Act Requires Milk Substitutes in Schools

A 6-year-old Black girl from Zachary, Louisiana, who is lactose intolerant, was recently forced to drink dairy milk at school, became sick, and was made to clean up after herself in class. No child should have to endure that. That’s why I introduced the bipartisan Freedom in School Cafeterias and Lunches (FISCAL) Act, which will require schools to provide fluid milk substitutes to meet the health and nutritional needs of ALL students. Every child deserves respect and access to meals that support their well-being. Learn more.

EPA Letter to Hold Denka Accountable

The Musk-Trump Administration’s decision to dismiss the EPA’s lawsuit against Denka represents a significant setback in the ongoing fight for Environmental Justice for historically disadvantaged communities, who bear the disproportionate burden of industrial pollution. I led a coalition of Members of Congress in a letter to express our concern. The health of Americans should not be sacrificed in favor of corporate interests. Read the full letter:

BEAD Letter to Secure Internet Access

I've been a strong supporter of the BEAD program from day one. Louisiana was the first state to receive funds for this critical initiative under the Bipartisan Infrastructure Law, with bipartisan support. But now, that funding has suddenly stalled under Republican leadership. Access to the internet is not a luxury, it’s a necessity. I sent a letter urging the Department of Commerce to act immediately and make these funds available to our state. We’re ready to put shovels in the ground and get to work. I also spoke about this at a recent Energy and Commerce hearing.

Carter in the Community 

Medicaid Town Hall

In March, I hosted an informative Medicaid Town Hall at Dillard University where I made a clear commitment to protect Medicaid from harmful Republican cuts. Medicaid plays a crucial role in providing support for millions of Louisianians and it is essential that we continue to support and strengthen this vital program. Republicans want to cut Medicaid by at least $880 billion, resulting in millions of Americans losing their health care, hospital and nursing home closures, and much worse for our children, the disabled, and the elderly who rely on these services. We cannot, we will not sit idly by.

State of the Union Guest, Chanté Powell 

In March, President Trump delivered his first Address to a Joint Session of Congress, spreading misinformation and outlining plans to cut Medicaid, Medicare, SNAP, and other critical programs that families rely on. During his address, I was joined by Chanté Powell, who was unjustly fired from the USDA National Finance Center in New Orleans by the Musk-Trump Administration, which has harmed federal employees like her across the country. I was proud to have her by my side as I reaffirmed my commitment to fighting for the rights of federal workers in LA-02 and nationwide.

Due to our efforts in the courts, I am proud to announce that Chanté and others who were wrongfully terminated from their jobs are back at work.

My friend, Senator J. Bennett Johnston, was a giant of the Senate who secured millions for Louisiana and consistently worked to ensure that the government was working for the people. He showed us how to work in a bipartisan manner to grow Louisiana. Senator Johnston was a loving husband, father, and an inspiration. He will always remain an important figure in Louisiana's story. My prayers are with his family. May he rest in peace.

First Lady Alice Foster 

Former First Lady of Louisiana, Alice Foster, was a remarkable woman who served our state with strength, grace, and dedication. She supported causes like the Governor’s Mansion Foundation and Keep Louisiana Beautiful, and brought attention to important issues such as breast cancer awareness. Her impact on Louisiana will not be forgotten. My prayers are with her family. May she rest in peace.
