Request for qualifications for independent financial feasibility reviews

Applications are due by May 5

The Washington State Department of Commerce (Commerce) is requesting qualification to support selection of up to five qualified contractors to enter a 5-year convenience contract. Subsequent project-specific contracts are funded by Public Facility Districts (PFDs) or jurisdictions proposing to form PFDs per RCW 36.100.025 and RCW 35.57.025.

The purpose of this RFQ is to solicit qualifications from firms in the public finance and market feasibility consulting industries for selection to a 5-year pool of qualified firms. Contractors selected to participate in the 5-year pool will provide independent financial feasibility reviews on qualifying PFD projects. Commerce anticipates up to five (5) reviews will be conducted annually.

Eligibility criteria

To meet minimum qualifications, a respondent must:

  1. Be licensed to do business in the state of Washington
  2. Have at least three years’ applicable experience in conducting financial feasibility and market analysis work involving public entities
  3. Have demonstrated knowledge of municipal corporation structures and finances
  4. Have demonstrated knowledge of bonds and, bond processes
  5. Have demonstrated knowledge of state laws and taxing structures.

Timeline

  • Q&A period: April 1 – April 18, 2025
  • Submissions due: 11:59 p.m. May 5
  • Respondent’s conference: 9 a.m. April 17
