Friends,
I want to share an update with you on our recent work in California and Washington, D.C.
I led a successful hearing in the House Judiciary Committee this week to advance a bill I have authored: The No Rogue Rulings Act (NORRA). This is the national solution we need to stop activist federal judges from issuing nationwide injunctions against President Trump’s America First agenda. The bill is ready to be voted on by the House, and I am confident it has the support to go to the Senate and then President Trump’s desk.
I also introduced legislation with my House and Senate colleagues to prohibit states from imposing excessive and unnecessary taxes on firearms and ammunition in order to fund gun control programs.
My office is now accepting applications from the talented high school art students of the 48th District for the 2025 Congressional Art Competition. The competition deadline is Friday, April 25, 2025.
Finally, this week was the 100th birthday of Captain Royce Williams, a CA-48 constituent and decorated combat veteran of WWII, Korea, and Vietnam. I recently celebrated Captain Williams’ landmark birthday with his closest family and friends in Escondido.
I am working tirelessly so President Trump can recognize Captain Williams with the Congressional Medal of Honor for his valorous and heroic actions during a historic 35-minute dogfight during the Korean War. Please read the amazing story of Royce Williams.

As always, it is an honor to serve as your representative in Congress. For more information, please visit www.issa.house.gov.
Respectfully,
Darrell Issa Member of Congress
